THE POSITION The Senior Animal Care Technician performs, supervises, trains, assigns, reviews, and evaluates the work of Animal Care Technicians and volunteers engaged in the receiving, care, evaluation, enrichment adoption, and disposition of animals in the Animal Care Services department. DISTINGUISHING CHARACTERISTICS The Senior Animal Care Technician is distinguished from the Animal Care technician in that the former performs the more difficult animal care duties, and exercises independent judgment and initiative in scheduling, assigning and coordinating the activities of Animal Care Services. Responsibilities include the direct supervision of Animal Care Technicians, and supervision of Animal Care Technicians and volunteers. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are typical for this classification. Schedule, train, supervise, assign, and evaluate the work of Animal Care Technicians and volunteers. Maintain accurate inventories and records of kennel supplies and equipment; order supplies; provide records as necessary to Division Manager for budget preparation. Supervise, inspect, and provide quality assurance, efficiency, and consistency in the feeding and care of animals, cleaning and sanitizing of animal cages, runs, kennel equipment, and facility areas. Participate in feeding, care, cleaning, and sanitizing activities. Visually inspect animals for signs of illness or unusual behavior; dispose of dead quarantined animals per standard practice. Manage fractious animals and break up animal fights. Consult with veterinarian regarding health of animals and assist veterinarian during animal examinations. Oversee and perform animal testing for common zoonotic disease; ensure booster vaccinations are administered per veterinary direction. Visually inspect animals surrendered for owner requested euthanasia and perform triage actions for veterinary team; prepare euthanasia for approval; dispense controlled drugs, including those used for euthanasia, and maintain accurate records of controlled drugs as required by the Drug Enforcement Agency (DEA). Supervise and participate in the euthanizing of animals; ensure euthanasia room and equipment are cleaned and sanitized and deceased animals are properly placed in the cold storage unit; maintain daily records of all animals euthanized. Inspect kennel facility for needed maintenance and repair; perform simple equipment repair; report and coordinate the necessary repairs and maintenance of kennel areas. Manage kennel inventory and ensure accurate records for each animal housed in the shelter; proactively plan for the movement and outcome of animals to optimize kennel space and improve outcomes. EXPERIENCE AND EDUCATION Experience: Two years of experience in the care, handling, and treatment of animals, six months of which must be in a lead capacity. Education: Possession of a high school diploma or General Education Diploma (GED) equivalent. Possession of a Registered Veterinary Technology License issued by the State of California is preferred. Possession of an Associate or Bachelor's degree from an accredited college or university with major course work in an animal related science is preferred. SPECIAL QUALIFICATIONS Driver License: Possession of a valid California Class C Driver License at the time of appointment. Loss of the Class C License is cause for discipline. The Animal Care Technician processes intakes and outtakes; feeds and cares for impounded animals; evaluates and documents animal behavior and temperament; performs euthanasia; interacts with and trains volunteers; performs adoption counseling; participates in the rescue and transfer of animals to outside agencies; sanitizes equipment, kennels and other areas of the facility. DISTINGUISHING CHARACTERISTICS This classification is distinguished from the Senior Animal Care Technician classification in that it is responsible for the care, treatment, maintenance, enrichment, and social and mental stimulation of impounded animals and cleaning activities of Animal Care Services; whereas the latter classification is responsible for the more difficult animal care duties such as, but not limited to, resolving escalations and complaints, signing off on euthanasia decisions, inventory control, kennel management, the operation of the City Animal Care Services, and the direct supervision of lower level personnel. This classification is distinguished from the Veterinary Assistant series in that the latter primarily assists with pre-operative and post-operative surgical care and treatment of impounded animals. SUPERVISION RECEIVED AND EXERCISED This classification receives general technical and functional supervision and direction from the Senior Animal Care Technician or higher-level personnel. This classification trains and leads volunteers engaged in similar work. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform related duties as needed: Humanely feed, water, control and provide treatment/care for all impounded animals in accordance to safety and personal protection policies. Visually conduct inspections or evaluations and monitor animals to identify and document potential medical issues, signs of illness and abnormal behaviors/temperament; determine placement suitability; make euthanasia recommendations; and participate in behavior modification and enrichment programs. Clean and disinfect kennels, equipment, and other areas of the Animal Care Services Center to maintain a sanitary facility for shelter animals and the public. Perform humane euthanasia as directed in accordance with department policy. Process in and outcome impounded animals and maintain all related records. Under the direction of the veterinarian, provide medical treatment, prepare dosage and administer medication to animals; draw blood and obtain laboratory samples (i.e. rabies specimen) for testing; administer IV fluids; and may assist with obtaining digital X-Rays. Perform adoption counseling. Provide courteous and professional customer service. Humanely capture loose animals, control fractious animals and break up dog fights that occur at the facility. A typical way to obtain the knowledge and abilities would be: Experience: One year of experience in the care and treatment of animals. Examples of qualifying experience are: Veterinary Assistant, Registered Veterinary Technician, kennel attendant in a high-volume public or private facility, SPCA, or animal shelter. OR Two years of City of Sacramento volunteer experience in animal care. AND Education: High School Diploma or GED equivalent. DEFINITION: Under general supervision, performs a variety of technical and clerical duties of moderate difficulty and support duties associated with the intake and release of prisoners in the County Jail system; to enter all pertinent information into the computerized booking system; to operate and monitor communications and security equipment; to provide public reception, access and assistance as required; and perform related duties as assigned. DISTINGUISHING CHARACTERISTICS: Correctional Technician I: This is the entry level class for the Correctional Technician series. Incumbents are required to perform a combination of clerical functions and some limited responsibilities associated with Correctional Officers. Assignment require basic knowledge of Sheriff’s Department policies and procedures related to jail operations, booking procedures, penal codes, and Title 15. Correctional Technician II: This is the journey level position within the series. In addition to the above, incumbent will be assigned to more increasingly difficult tasks within the department. Incumbents may assist in training and guiding subordinates. Correctional Technician III: This is the advanced level position within the series. In addition to the above, responsibilities require the frequent use of initiative and independent judgement in scheduling and coordination of office activities, and other Correctional Technicians and their assignments. Incumbents are responsible for more complex work assignments and work with greater independence from close review. Incumbents may assist in training and guiding subordinates. Example of Duties Duties may include, but are not limited to, the following: Processes new prisoners from paper work provided by law enforcement officer or the courts. Gathers and enters prisoners arrest information into the computerized booking system; prepares and routes computer-generated booking reports and information to the proper destination or as requested. Inventories and secures inmates personal property and monies. Completes files, logs, charts and other documents associated with jail booking activities. Determines bail for arrestees as set by the Superior Court. Assists in coordinating booking issues and activities with other county departments and agencies, including the courts, probation, public defender’s office, and the District attorney’s office. Controls traffic into and out of the jail facility by operating the jail security doors in accordance with security and safety policies and procedures; monitors jail security cameras. Receives and documents visitors; ascertains nature of, or legality of visit. Monitors radio communication among jail personnel; operates jail phone system and paging system. Minimum Qualifications Knowledge of : Pertinent federal, state, and county, laws, codes, ordinances, regulations, policies and procedures; Record-keeping, report preparation and filing systems and methods; Correct English usage, including spelling, grammar, punctuation and vocabulary; Modern office practices and technology, including the use of computers for word and data processing; Basic arithmetic and bookkeeping. Ability to : Learn, understand, interpret and apply pertinent laws, ordinances, regulations, policies and procedures; Learn jail/corrections facilities practices and procedures, including the operation of security equipment; Learn legal terminology; Understand and follow oral and written directions/communications; Gather complete, accurate and relevant information of a personal and confidential nature from written and oral communications; Determine appropriate responses to situations involving the custody and security of jail inmates; Work effectively under stress; react calmly and professionally in potentially dangerous situations; Communicate tactfully and effectively with the public and others; Communicate clearly and concisely, both orally and in writing; Perform clerical and bookkeeping duties; Perform multiple tasks simultaneously, and work effectively despite frequent interruptions; Operate telephone system in a professional, courteous manner; Safely operate basic office equipment and security equipment; Use computers effectively for word and data processing; Type or word process accurately at a speed necessary for successful job performance; Maintain accurate records and files; Prepare clear and concise reports, records and other written materials; Perform required mathematical computations accurately. Education, Training, and Experience: Correctional Technician I: Equivalent to graduation from high school. Must be computer literate. Correctional Technician II: Three (3) years of experience in a position comparable to a Correctional Technician I. In addition, candidates must demonstrate competency in technical work. Correctional Technician III: Two (2) years of experience in a position comparable to a Correctional Technician II. In addition, candidates must demonstrate proficiency in administrative law enforcement procedures and processes. Special Requirements Must possess a California driver’s license and have a satisfactory driving record. Will be required to pass a thorough background investigation. PHYSICAL DEMANDS: Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings; physical ability to sit or otherwise remain stationary at work post for long periods of time; manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate person and by telephone. May be required to work a rotation schedule and all shifts, including weekends and holidays. The County shall pay a two hundred dollar and four cent ($200.04) per calendar year uniform maintenance allowance to Animal Shelter Assistant.
