THE POSITION
Reporting to an Assistant City Manager, the Director of Parks and Recreation provides leadership and management of the Parks and Recreation Department and all associated programming and services, including facilities and grounds maintenance. The primary responsibility of the Park Manager 1 (REM) will be to coordinate Emergency Management Preparedness (planning and training), Response (coordination of information and incident support resources) and Recovery (damage assessment and coordination for management of federal assistance programs) with the Office of Parks, Recreation and Historic Preservation (OPRHP) and State agencies located within the REDC boundaries. This position requires a strong emphasis on planning, external communication, and professional writing skills. The incumbent will function as the primary conduit between the Emergency Management Bureau Headquarters and OPRHP regional staff located within the REDC region. A critical component of this effort is the integration of Park Police and Park Operations actions, to include the crossflow of information between each component. The City of San Angelo has a Mayor-Council form of government made up of a Mayor and six Councilmembers. The team of 137 authorized FTEs, working with a budget of just over $52.5 million annually, accomplishes these goals by providing continuous improvement in operations and customer service; maintaining infrastructure and facilities to maximize cost-effective service life and supply; developing and implementing plans to satisfy future water demands; providing a well-maintained wastewater collection system; practicing environmental responsibility and quality treatment services; and developing and implementing strategies to meet future wastewater demands. Water Treatment — treats and supplies safe drinking water to the community by managing multiple surface water sources, the Hickory groundwater supply, water towers and pump stations within the distribution system, and the water supplies impounded in the Twin Buttes and Lake Nasworthy reservoirs.
Water Reclamation — responsible for treating the City’s wastewater and operating the Kickapoo sludge composting facility that treats bio-solids from the plant.
Water Quality — provides laboratory services in sampling, analyzing, evaluating, reporting and consulting on City water/wastewater quality and plant operational issues. The division also prepares the annual Consumer Confidence Report and administers the backflow prevention and industrial waste programs.
Customer Service — responsible for setting up new accounts, handling customer requests and complaints, and managing connects and disconnects.
Water Conservation — promotes efficient use of SanAngelo’s public water supply to conserve and preserve the community’s most precious natural resource through public education campaigns, public speaking events, facility tours, and more.

The team of 137 authorized FTEs, working with a budget of just over $52.5 million annually, accomplishes these goals by providing continuous improvement in operations and customer service; maintaining infrastructure and facilities to maximize cost-effective service life and supply; developing and implementing plans to satisfy future water demands; providing a well-maintained wastewater collection system; practicing environmental responsibility and quality treatment services; and developing and implementing strategies to meet future wastewater demands. Water Treatment — treats and supplies safe drinking water to the community by managing multiple surface water sources, the Hickory groundwater supply, water towers and pump stations within the distribution system, and the water supplies impounded in the Twin Buttes and Lake Nasworthy reservoirs.
Water Reclamation — responsible for treating the City’s wastewater and operating the Kickapoo sludge composting facility that treats bio-solids from the plant.
Water Quality — provides laboratory services in sampling, analyzing, evaluating, reporting and consulting on City water/wastewater quality and plant operational issues. The division also prepares the annual Consumer Confidence Report and administers the backflow prevention and industrial waste programs.
Customer Service — responsible for setting up new accounts, handling customer requests and complaints, and managing connects and disconnects.

Oversees the development and administration of the city’s annual Community Development (Community Services, Housing Services, and Housing Finance Corporation) and Grant fund, budgets, monitors and approves expenditures. Stays abreast of regulatory requirements for acquisition and disposal of grant assets.
Attends professional conferences and seminars to stay abreast of changes and trends in the planning and development field.

A Master’s degree in Public Administration, or closely related field, with management and leadership experience that involves grants, transit and/or other community development initiatives is preferred. An equivalent combination of training, experience, or education may be considered.

Our Community Recreation Services Bureau, in the Department of Parks, Recreation and Marine, is seeking amazing Recreation Program Leaders to assist with the WRAP After School Program. The WRAP Expanded Learning Program is a structured after-school program operated in partnership with the Long Beach Unified School District (LBUSD). This program is operated on LBUSD campuses and offers a balanced mixture of academic enrichment, homework assistance, and physically and emotionally healthy activities that are fundamental components of youth development. WRAP is offered free of charge to all participants. (Applicants for this position must have completed 48 or more units at an accredited college or university OR must be able to pass a LBUSD-administered math and literacy exam.) The Department of Parks, Recreation and Marine is a nationally recognized and award-winning organization with 1,100 full-time/part time staff and a budget of $74 million. The Department oversees facilities and programs that reflect the needs and interests of a culturally diverse community, including: 170 parks with more than 3,200 acres devoted to open space and recreation, 27 community centers, 3 public pools, 6 miles of beaches, and 3 marinas. The Department provides free and fee-based recreational programs and leisure opportunities, both self-directed and organized, for people of all ages and cultures. With direction from Director of Park Design, plans and manages those assigned aspects of planning, design, development and implementation, which could include master planning, program development, technical research/ analysis, funding and cost analyses, scheduling, public involvement processes and project budgeting. Coordinates implementation of assigned projects with various city, regional, state or federal jurisdictions as necessary, as well as with special-interest groups, stakeholders and the public. Prepares requests for proposals for outside services; participate in the consultant selection and contract award process; may have to author related legislation; plans, schedules and directs the work of consultant teams in master planning, design and construction. Prepares and makes presentations before interested groups, public meetings, various agencies or commissions as necessary. Develops reports, memoranda, letters and other documents regarding project issues for both internal and external distribution; ensures the maintenance of detailed records of project activities, correspondence, findings, progress and results. Obtains necessary regulatory approvals and permits to implement projects. Advises supervisor when project progress is delayed, or budgets exceeded. Ensures assigned project compliance with federal, state and local laws, regulations and policies. Monitors and enforces all contractual terms, obligations and requirements. Monitors project budget and expenditures. Reviews technical drawings of projects submitted for DPR review and approval by outside partners and provides written comments. Assists outside partners with technical information. Conducts research as necessary for new applications of technologies and techniques to ensure critical analysis and incorporation of appropriate “green” materials and technology, security, CPTED, ADA, energy saving and user supportive improvements. Minimum Qualifications - Education and Experience Graduation from an undergraduate or graduate college/university program in landscape architecture, urban design, planning or a related field and minimum four years’ experience as a landscape architect, urban designer, planner and/or project manager on design and planning projects typical of those within the purview of the Office of Park Design or an equivalent combination of education and experience which equals or exceeds the above educational and work experience requirements.
