Position Description This position performs non-skilled and skilled manual laborer and drive trucks and equipment to support Public Works Department construction and maintenance activities. Job Duties and Responsibilities * Perform numerous construction and maintenance manual labor tasks for a number of Public Works functions, including but not limited to: * All tasks related to the removal, replacement or placement of infrastructure (i.e. various types of pipe or conduit, manholes, curb and gutter, concrete, asphalt, etc.) * Load, unload, and secure materials and equipment from trucks using several methods, i.e., by hand, or by using various loading equipment. * Drive sheathing, break and remove concrete, etc. * Make routine inspections, minor and major repairs and perform cleaning activities in sanitary and storm infrastructure including but not limited to pipes, tunnels, manholes, grit chambers. * Assist with the maintenance of streets and alleys; may shovel and remove dirt and snow, mow grass and trim brush * Assist with the installation and maintenance of traffic signs and posts; paint street markings; and install, remove and maintain parking meter supports and collars * Set up barricades for parades, detours, and maintenance operations * Repair and maintain guardrails, bridges, and related equipment. . * Perform excavation, placement and replacement of infrastructure and materials at or below grade (i.e. utility trenches). * Perform collection of solid waste and recycling materials through the use of automatic lift equipment, and manual manipulation of carts and bins. Also, required to retrieve spillage by hand and put into truck. * Drive routes and collect garbage, recycling, yard waste, special items. Will also sort materials and transport them to appropriate drop off site. * Measure, calculate, and record quantities of materials used and/or work performed * Prepare and apply mixes such as sand, cement, sealant, deicing chemicals * Work with crew members in the tagging and flagging of heavy equipment, including cranes, and assist with traffic control on the job to ensure productivity and safety. May be required to flag traffic at, around and/or through a fixed or mobile work zone. * Operate winches, pumps and hoists and other mechanical equipment * Operate heavy power tools, such as jack hammer, concrete saw, and other tools as needed * Responsible for the safe driving and operation of trucks and construction equipment including: * Skid-steer loaders, pup-rollers, toilers, trucks, snow plows, solid waste, collection trucks and sweepers, jet trucks, vac trucks and other equipment, as assigned * Those assigned to solid waste will perform driving 50% of the time and loading and unloading 50% of the time. * Perform daily inspection and maintenance checks on vehicle(s) and machinery/equipment used; and record and file daily records of vehicle condition and/or mechanical problems. Perform and make daily routine inspection and adjustments/minor service work on equipment/machinery utilized, including the attachment connection to the equipment, such as cleaning, washing, greasing, and lubricating. * Assist foremen on estimating and calculating of materials used on the job to ensure accurate assessment. * Assist foremen about machinery and equipment capabilities to accomplish specific job site needs, including recommending equipment rental needs. * Participate in safety meetings, right-to-know training, and tool-box meetings; participate in workplace accident and injury reduction programs, and other OSHA mandated training. Working Conditions : Exposure to all kinds & types of weather conditions; dirt, dust, odors, chemicals, vermin, insects, garbage, high noise levels, heavy traffic, etc. Frequent standing and walking for long periods of time on rough, uneven surfaces; frequent push/pull, bending, twisting, lifting and maneuvering of objects weighing up to 100 pounds; working in confined spaces; climbing in and out of manholes and/or vehicles; as well as overhead ability to climb, maneuver and/or work on ladders, stairs and platforms. Public Works Service Workers may be required to work nights, weekend shifts and/or holidays. Description Join our team! The City of San Clemente is looking for a qualified individual to be an enthusiastic leader in Wastewater and Environmental Operations. Under direction, to supervise, coordinate, and oversee the programs, services and activities of the Wastewater and Environmental Operations Section within the Utilities Division; and to perform a variety of technical tasks relative to assigned area of responsibility. DISTINGUISHING CHARACTERISTICS This is a mid-management level class assigned to the Utilities Division of the Public Works Department. The Utilities Superintendent, Environmental Operations reports to the Utilities Manager, and is responsible for providing second line supervision, coordination, and oversight over the overall activities of the Wastewater and Environmental Operations Section of the Utilities Division. Essential Functions Essential and other important functions may include, but are not limited to, the following: Serves as a second line supervisor over subordinate Chief Operators and other first line supervisory staff over wastewater treatment and water quality/laboratory functions. Coordinates the organization, staffing, and operational activities for the wastewater treatment plant; organizes, prioritizes, assigns, and reviews the work of staff responsible for maintaining environmental permits and related compliance programs; and establishes schedules and methods for providing recommends and implements policies and procedures for the operation and maintenance of the wastewater treatment plant. Participates in the selection of operations staff; prepare performance evaluations; works with employees to correct deficiencies; implement discipline procedures. Coordinates and oversees training programs for wastewater and environmental operations staff, ensuring that all safety practices are implemented and followed; develops and implements staff training programs including employee development, certification, and job knowledge; and maintains documentation for all training programs. Analyzes and develops new or modified systems, policies, procedures, and work methods; and recommends and implements policies and procedures for the operation and maintenance of the wastewater treatment plant. Serves as the City's designated Chief Plant Operator by overseeing the City’s water reclamation plant and administering various environmental programs, to ensure compliance with State and County laws, rules, and regulations. Interacts, collaborates, and works with outside contractors on maintenance activities and construction projects; coordinates work activities with contractors; and monitors and oversees contractors’ work products and outcomes to ensure that work quality conforms to standards. Participates and oversee activities, programs, and reports that ensure compliance with all applicable federal, state and local laws and statutes and health regulations affecting the Wastewater and Environmental Operations Section, as well as the Utilities Division. Implements the National Pollutant Discharge Elimination System (NPDES) programs, pre-treatment programs such as F.O.G., and other environmental compliance permits such as E.P.A. and AQMD related to the City's Utility Division operations, services, and activities which may include the areas of water, wastewater, recycled water, solid waste and recycling, air quality, and storm water compliance. Coordinates programs, projects and activities with those of other City departmental units, outside agencies and organizations; Monitors and interprets laboratory and operational data; ensures treatment processes and water quality tests comply with regulated guidelines; and monitors adjustments to treatment processes, including chemical application, as required.
