OVERVIEW Position Information Leads, administers, and manages the activities of the Sewer Utility Division of the Public Works Department to ensure proper maintenance, operations (M&O) planning, and construction of the sewer facilities and infrastructure for the County. Manages the preparation and execution of the $25 million annual operating budget to meet state and federal water quality standards, infrastructure M&O, sewer system development, asset management, and public education & outreach (E&O) and program administration. The position manages the Sewer Division Capital Facilities Program (CFP) including long range planning, design, and construction of capital projects. The position is responsible for projecting revenues and expenditures and establishing sewer rates and fees to maintain ample M&O revenue, capital facilities funds, and to maintain reserves. QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS Minimum Requirements: Bachelor's Degree from an accredited university in civil/sanitary/public health/wastewater engineering, environmental engineering, public administration, business or closely related field; Eight years of progressively responsible professional experience in the planning, design, operations and construction of public works projects, with emphasis on sewage treatment and collection systems and the associated federal and state requirements; and three years of supervisory/managerial experience; or Any equivalent combination and experience of education that provides the applicant with the desired knowledge, skills and abilities required to perform the work. Preferred Qualifications include: Master's Degree in related field; Registration as a Professional Engineer in the State of Washington; or reciprocity from another state; Experience with the financial management of utility or public agency operations, including budgeting, expenditures, purchasing, contracting and rate setting highly desirable. Conducts long range financial planning including adjustments to sewer rates and fees need to fulfill division objectives and departmental goals. Directs the development and implementation of the Sewer Division CFP, to include prioritization and funding of repair, replacement, and expansion projects. Plans typically contain 10-15 projects totaling $120-130 million over the six-year span. Projects are typically designed by consultants managed by an internal project manager and construction management team and require close coordination with the division to ensure success. In addition, the position is primarily responsible to initiating and developing grant applications and coordinating revenue bond sales with the Department of Administrative Services to support CFP project funding. Oversees National Pollutant Discharge Elimination System (NPDES) permitting process for 4 treatment plants. Three plants are regulated by the State and one directly by the Federal government. OVERVIEW Position Overview Lead the stormwater planning and design for a wide range of Public Works transportation capital improvement projects requiring advanced expertise in stormwater engineering. Responsibilities include but not limited to: Lead stormwater regulatory and permitting process with understanding and application of regional stormwater regulations and Kitsap County’s Stormwater Design Manuals Prepare hydrologic and hydraulic modeling for the design of stormwater conveyance, water quality treatment, and flow control facilities in preparation of stormwater drainage reports. Assist in the preparation of bid-ready engineering designs, plans, specifications, and estimates. Provide support to the Project Manager for the coordination and development of all project deliverables, QA/QC documentation, internal coordination, and task management. Mentor and train junior staff Provide engineering support during construction. OVERVIEW Position Overview Lead the stormwater planning and design for a wide range of Public Works transportation capital improvement projects requiring advanced expertise in stormwater engineering. Responsibilities include but not limited to: Lead stormwater regulatory and permitting process with understanding and application of regional stormwater regulations and Kitsap County’s Stormwater Design Manuals Prepare hydrologic and hydraulic modeling for the design of stormwater conveyance, water quality treatment, and flow control facilities in preparation of stormwater drainage reports. Assist in the preparation of bid-ready engineering designs, plans, specifications, and estimates. Provide support to the Project Manager for the coordination and development of all project deliverables, QA/QC documentation, internal coordination, and task management. Mentor and train junior staff Provide engineering support during construction. QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS Required Education and Experience Licensed as a WA State Professional Engineer (PE), or in process of securing WA State comity; and Four years of progressively responsible technical civil engineering experience (such as an Engineer 2 or equivalent) involving project coordination and design, project specifications, estimating, and contract bid document preparation in areas applicable to job responsibilities (design). One year of lead or supervisory experience. *Engineering means the “practice of engineering” as defined in RCW 18.43.020. Preferred Education, Experience or Other Qualifications Six years of contract administration and project management experience. Certified as a Project Management Professional. Provide the final review or be responsible for the technical quality assurance of policies, procedures and standards for assigned technical discipline or division. Act as the project manager or assist the project manager in managing capital road projects consultant contracts, which includes reviewing scope, schedule, budget, and project deliverables. Coordinates and participates in pre-bid, pre-construction and technical review meetings, which involve meeting with utility companies, developers, contractors, engineers and representatives from County departments and agencies to review and analyze plans, specifications and related impact for assigned projects.
