JOB SUMMARY Position is open until filled, with first review of applications on May 7, 2020 JOB SUMMARY Participates in maintaining the City's water/wastewater systems and related equipment; operates various types of maintenance equipment and tools; prepares maintenance records; assists other City departments; and performs other related duties. ESSENTIAL FUNCTIONS AND DECISION MAKING ESSENTIAL FUNCTIONS Repairs and maintains water & wastewater mains, service lines, fire hydrants, water meters, valves, manholes and cleanouts; installs new water/wastewater service lines; maintains chemical sites used to manage grease control; installs and maintains water meters and the Automated Metering Infrastructure; performs valve exercising, main flushing, and fire hydrant maintenance; performs CCTV video inspections of wastewater mains, manholes and service lines; utilizes Global Positioning Equipment (GPS) to provide updates to water and wastewater information. Performs work order data entry into computerized work order system. Operates and maintains assigned departmental vehicles, equipment, and tools. Provides assistance to other City departments as required. Miscellaneous: Works to acquire necessary licenses and certifications. DECISION MAKING This position works under general supervision. MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications) MINIMUM REQUIREMENTS High School Diploma or equivalent is required. Class D Water or Class I Wastewater Collection certification is required within two (2) years of employment. Class I Wastewater Collection and Class C Water Distribution certifications are required within 4 years of employment. A Class "A" Commercial Driver's License is required within six (6) months of employment. Must be able to respond within 1 hour for emergency calls. Must possess a valid Texas Driver's License with an acceptable driving record. Required to perform after hours standby duties. PREFERRED QUALIFICATIONS One (1) year related maintenance/equipment operation experience is preferred. The Growth Management Director is responsible for directing the operations of the Growth Management Department.
The Growth Management Director’s duties include but are not limited to:
Administers, manages and enforces county plans and regulations associated with planning, environmental concerns, building, and code enforcement.
Determines, directs, and supervises updates to codes and plans, including proposing new county plans, policies and regulations, such as Comprehensive Plan and Land Development Code amendments.
Advises county administrators and the Board of County Commissioners on pending policy and projects issues; presents issues and briefings to the administration and Board members; presents issues before the Board, the Planning and Zoning Agency, and other appointed boards.
Supervises division directors responsible for development services, including current planning, engineering, transportation management planning, and code enforcement, and for long range and special project planning, project liaison, and environmental services.
Coordinates and assists the County Attorney’s Office on projects and issues with active or potential legal issues; works with staff attorneys on pending legislation and on devising new county ordinances on a wide range of community policy issues.
Coordinates with other county department directors and key staff on policy and project issues that relate to growth management issues, and well as other local, state, and federal agencies.
Assists the public and project representatives on administration and interpretation of county planning policies and regulations; negotiates project issues to effect compromise.
Evaluates and directs procedural improvements to the planning process.
Prepares and administers annual operating budget for all divisions; presents all department budgets at administrators’ hearings; reviews, monitors and approves contracts, invoices, and expenditures for the department budget; advises and supervises division directors on budget administration.
