The Sonoma County Water Agency (Sonoma Water)seeks an IT systems professional to join their team!


The IT team at Sonoma Water is seeking an enthusiastic, curious, and emotionally intelligent Extra-Help Water IT Business Systems Specialist I. Reporting to the Engineering Programming Manager, this position will be responsible for developing and maintaining code to support and automate business processes. This position will also work supporting our financial systems, business process automation, solution development, and IT infrastructure automation. Additionally, duties may include:
  • Working with our business analyst, system administrators, project managers, and users to develop great software solutions
  • Maintaining and upgrading internally developed software
  • Developing and maintaining system integrations for internal and vendor provided software systems
  • Log monitoring and analysis
The ideal candidate will have experience working with object based languages and frameworks (primarily C# and .Net), relational databases (MS SQL, Access), reporting (SSRS, Crystal), analysis tools (SSAS,PowerBI, Tableau), and:
  • Strong analytical and problem solving skills
  • Familiarity with Model-View-Controller (MVC) architecture
  • Experience with web based UI design
  • Practical knowledge of the Software Development Life Cycle (SDLC)with experience supporting client/server and web based applications
About Sonoma Water
Sonoma Water is a special district formed by the California State Legislature in 1949 and is responsible for providing a safe and reliable water supply to its customers in Sonoma and Marin counties. Sonoma Water also maintains 75 miles of flood control channels and provides sanitation services. Employing approximately 230 employees, Sonoma Water consists of five divisions including Engineering and Resource Planning, Environmental Resources and Public Affairs, Water/Wastewater Operations, Maintenance, and Administrative Services. Sonoma Water supports the concept of environmental sustainability, focusing on renewable power sources, and strives to be a leader in its water conservation and fishery restoration programs.

Please note: Employees of Sonoma Water are employees of a special district and are not subject to the provisions of the Civil Service Ordinance of the County of Sonoma.

EXTRA-HELP EMPLOYMENT

Extra-help employees relieve or augment permanent staff. Temporary, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most employee benefits such as: long-term disability insurance coverage; accrual of vacation; participation in the County retirement program; or eligibility to take promotional examinations.Temporary, extra-help employees are limited in their employment to a maximum of one calendar year. These employees must be off of work for three months before they can be re-employed on an extra help basis.Extra-help employees who meet the eligibility requirements may qualify for aCounty contribution towardmedical coverage.

The Formal title for this position is Department Information Systems Specialist I. This recruitment is being conducted to fill one full time Extra-Help position inSonoma Water. This employment list may also be used to fill future extra-help (temporary) positions as they occur during the active status of the list.

Minimum Qualifications

Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally this would include:

Education: The equivalent to completion of twelve semester or eighteen quarter units in information systems, computer science or closely related field; AND

Experience: One year of experience in developing and maintaining information technology systems in a multi-platform information systems environment.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Knowledge of: IT systems components and architecture; customer support techniques; basic network principles; commonly used software applications; system performance monitoring and troubleshooting; technical documentation methods and procedures; IT systems security methods and techniques; oral and written communication techniques; network equipment, tools and peripherals; operating systems installation and configuration procedures; installation, configuration, and maintenance of desktop components; operating environments; commonly used query languages; data management concepts and methods; server maintenance techniques; file formats used in the delivery of Web content; browser technical requirements.

Ability to: efficiently troubleshoot system problems; provide training to other technical staff; communicate factual and procedural information clearly, orally and in writing; gather and analyze basic facts and draw conclusions; install, configure, and test software on customer workstations; prepare and update manuals, instructions, and operating procedures; provide information and assistance to customers; ensure the application of appropriate security measures in accord with established procedures; assist in implementing and maintaining network and systems services; monitor network and systems performance and troubleshoot minor problems; document and initiate response to security problems; provide guidance and training to customers in accessing network and systems services; assist customers in installing and using applications; maintain database operations; assist in returning disrupted database systems to normal operations; create reports and manipulate data in response to customer requirements; convert user-developed content into workable Web pages; carry out server maintenance functions; test new browser versions for compatibility with existing services.
