About the Role:

The data engineer will manage the performance, integrity, and security of health department databases, as well as work with our in-house analytics team to continue the development of our Enterprise Data Warehouse. To be successful, the data engineer must have knowledge and experience in complex Microsoft SQL Server management, as well as a knack for innovative data architecture solutions. The data engineer, who reports up through the Enterprise Architecture division, must be interested in cloud database strategies with experience in managing a hybrid database architecture.

Location: 3010 Grand Avenue, Waukegan IL

Hours: Monday - Friday (8:00am - 5:00pm)

Skills and Experience

  • Develops and maintains procedures and documentation for databases and database management. Identifies, evaluates, and manages the adoption of appropriate database administration tools and processes, especially automation. Monitors database activity and resource usage. Optimizes database performance and plans for forecast resource needs. (DBAD–5)
  • Investigates Health Department data requirements, and applies data analysis, design, modelling, interfacing, and quality assurance techniques, to establish, modify, or maintain data structures and their associated components (entity descriptions, relationship descriptions, attribute definitions). Provides advice and guidance to others using the data structures and associated components. (DTAN–4)
  • Provides expert guidance in the selection, provision, and use of database and data warehouse architectures, software, and facilities. Provides specialist expertise in the design characteristics of database management systems (DBMS) or data warehouse products. Ensures that physical database design policy supports transactional data requirements for performance and availability. Ensures that data warehouse design policy supports demands for business intelligence and data analytics. (DBDS–5)
  • Reviews new change proposals to information management systems and provides technical advice on change proposals. Creates and maintains an inventory of information assets. Ensures that formal information access requests and complaints are dealt with according to approved procedures.(IRMG–5)
  • Communicates information security risks and issues to Health Informatics and Technology management, as it relates to databases and information management. Performs basic risk assessments for databases, in coordination with larger Health Informatics and Technology risk assessments. Contributes to vulnerability assessments. Applies and maintains specific security controls as required by organizational policy and risk assessments. Investigates suspected attacks. Responds to security breaches in line with security policy and records the incidents and action taken. (SCTY–3)
  • Interprets information assurance and security policies and applies these in order to manage risks to information contained in databases. (INAS–5)
  • Supports monitoring of the external environment and assessment of emerging data management technologies to evaluate the potential impacts, threats and opportunities to the organization. Contributes to the creation of reports, technology road mapping, and the sharing of knowledge and insights. (EMRG–4)
  • Takes responsibility for the accessibility, retrievability, security, quality, retention, and ethical handling of specific subsets of data. Assesses the integrity of data from multiple sources. Provides advice on the transformation of data/information from one format or medium to another. Maintains and implements information handling procedures. Enables the availability, integrity, and searchability of information through the application of formal data and metadata structures and protection measures. Manipulates specific data from information services, to satisfy defined information needs. (DATM–4)
  • Configures data management software and equipment and tests platform-specific versions. Reports the outcome of testing and identifies potential improvements to the process. (PORT-4)
  • Implements and contributes to the development of a continuity management plan for data management platforms. Coordinates the assessment of risks to the availability, integrity, and confidentiality of databases that support critical business processes. Coordinates the planning, designing, and testing of maintenance procedures, disaster recovery plans, and contingency plans. (COPL–4)
  • All other relevant duties as assigned.

Education, Qualifications, and Certification:

  • Seven years of experience in database architecture, administration, or engineering experience in a large, complex organization OR
  • A bachelor’s degree in computer science, information technology, computer engineering, or related discipline with three years of relevant database architecture, administration, or engineering experience
  • Experience in providing SQL development to support the information management and analytics functions through the effective design of databases, data flows (ETL), and configurations is required.
  • Expert level of knowledge in T-SQL and the use of the Microsoft Data Platform, including SSIS and SSAS development is preferred.
  • Possesses skills necessary to accurately and effectively communicate highly technical concepts to non-technical staff. Expert level of interpersonal communication is a must!
  • Curiosity and learning interests in advanced data management and analytics systems, including cloud based data storage, machine learning, and analytics platforms as a service capabilities.
