PURPOSE :

Under the general supervision of the Director of Campus Planning, Design, and Construction, the University Planner is responsible for overseeing all project planning activities including review of project programs, budgets and schedules; and also perform high-level technical tasks and work closely with local jurisdictions, municipalities, and external agencies on planning, policy development, and environmental reviews of concepts, plans or initiatives that may impact the university's property or its interests.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following :

1. CAPITAL PROJECT PLANNING AND DEVELOPMENT: Directs development of short- and long-term planning and annual submission of the University's Capital Outlay Program (e.g., Five-Year Facilities Renewal and Capital Improvement Plan). Oversees development of project feasibility studies and resulting projects into the Capital Improvement Plan. Creates and oversees a collaborative process that identifies and prioritizes all projects included in the Five-Year Capital Improvement Plan, and capital and deferred maintenance budgets. Identifies and oversees pursuit of extra funding (including but not limited to public-private partnerships, grants, donor events etc.) required to build the most innovative and sustainable projects.

2. STAKEHOLDER/CLIENT ENGAGEMENT: Manages stakeholder engagement and development of project scopes. Represents campus end-users, project clients, campus technical staff, and the university community on all assigned capital projects. Ensures all project scopes reflect approved stakeholder input and ensures decision-making process documentation. The position works with campus staff and the Chancellor's Office on all physical planning activities from project conception to construction implementation and maintenance for all programs. Reviews facility condition reports generated for both academic and self-support funded campus facilities to determine critical deferred maintenance and recommends prioritization of deferred maintenance, ADA and capital renewal projects. Develops and submits long-range development plans, including changes in academic and enrollment plans. Manages all major/minor master plan changes and Environmental Impact Reports.

  • Participates in university task forces and special projects as required.
  • Performs other job-related duties and special projects as assigned.


KNOWLEDGE, SKILLS AND ABILITIES :

Working knowledge of, or the ability to learn, the California Environmental Quality Act (CEQA) review process. Excellent communication skills, verbal and written. Excellent skills in developing and maintaining effective and collegial working relationships. Excellent time-management skills. Ability to handle stress and maintain a stable performance under pressure.

Ability to relate facility condition reports to long- and short-term needs, particularly as related to utility infrastructure, deferred maintenance and support requirements. Ability to analyze and evaluate capital outlay requests for academic renewal and enhancements, utilities infrastructure and physical plant capacity, including review of construction cost estimates and schedules.

Ability to work within a department undergoing transformational changes (i.e., organizational structure, management, and culture). Ability to be flexible and accommodate shifting priorities and economic conditions. Ability to manage multiple priorities and meet established deadlines.

MINIMUM QUALIFICATIONS :

A Bachelor's degree from an accredited four-year college or university in urban planning, business administration, engineering, or related field; or equivalent combination of education and experience in project planning demonstrating the application of the methods, practices and procedures of facilities planning, capital project design and construction, fiscal management, budgetary preparation, scheduling and control techniques.

PREFERRED QUALIFICATIONS :

Advanced degree preferred in a related field. Familiarity with capital project development, building codes, environmental and regulatory requirements. Experience working in a collective bargaining unit environment.

PHYSICAL ENVIRONMENT :

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time.

SALARY :

Commensurate with qualifications and experience.
