Position Description This recruitment is Open Until Filled and may close at anytime. The City of Fresno is looking for an individual to take over the administration of their broadband program. The Project Liaison/Program Administrator will work with local carriers, community-based organizations, other agencies (The State, County, neighboring Cities, etc.) and other City Departments on 5G technology, broadband, digital divide, and broadband offerings for the community. The City is seeking to continue the implementation of 5G with carriers as well as addressing the digital divide (unserved and underserved residents) within the City. The ideal candidate will need to have a good knowledgebase of broadband technologies including fiber, wireless and networking. Understanding of planning, permitting and construction surrounding broadband is advantageous. Knowing the City of Fresno's coverage, unserved/underserved areas as well as understanding offerings (carrier plans, opportunities, etc.) within the City is a plus, or showing an aptitude to acquire the skillset would be desirable. Understanding the grant application and grant administration process is beneficial. The ideal candidate should be able to work independently and take the lead on the City's broadband stance and may act as a liaison between the City's Information Services Department and other entities. One vacancy currently exists in the Information Services Department. The Project Liaison/Program Administrator classification serves as a facilitator and liaison to all stakeholders in providing updates on key City projects and program initiative schedules and timelines. The Project Liaison/Program Administrator will work with local carriers, community-based organizations, other agencies (The State, County, neighboring Cities, etc.) and other City Departments on 5G technology, broadband, digital divide, and broadband offerings for the community. The City is seeking to continue the implementation of 5G with carriers as well as addressing the digital divide (unserved and underserved residents) within the City. Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list. Knowledge of emergency response systems and capabilities; methods and procedures of operating emergency and disaster plans; federal and state regulations and guidelines governing emergency and disaster planning; and operating standard computer equipment, hardware, and software. Ability to: plan and coordinate the work of others; operate all communications equipment; maintain required certifications; respond to work during emergency situations or inclement weather; speak distinctly; deal courteously with the public under stressful conditions; and establish and maintain effective working relationships with service providers, associates, and the general public. Education and Experience: Bachelor’s degree or four-year equivalent degree (Equivalent professional experience may be considered for substitution for the required degree on an exception basis). Preferred Education & Experience: • Bachelor’s degree from an accredited college or university in Emergency/Disaster Management, Homeland Security, Public Safety, Public Health, or a related area preferred; and • One to three years of experience in emergency management or related field; or • Equivalent combination of education and experience
