JOB SUMMARY The City of Manhattan Beach is seeking a knowledgeable and enthusiastic Associate Planner with strong customer service skills to join the Community Development Department - Planning Division as a collaborative team member working in a boutique high-service-level community, a technical knowledge in the field of planning, and a predisposition to customer service. The Manhattan Beach Community Development Department services a beach community in the South Bay area of roughly 35,000 residents. See the following for requirements in each background level of experience: Applicant is hired with no prior Texas commissioned peace officer experience. Successful external applicants will be hired with the requirement of graduation from the Texas Game Warden Academy, along with the subsequent requirement of successfully completing the Texas Game Warden Field Training Officer (FTO) Program. The Texas Game Warden Training Academy is currently scheduled to commence in October of 2024. Prior to commencing the Texas Game Warden Training Academy, applicants will be hired as an Aircraft Pilot I. After successful completion of the Texas Game Warden Training Academy and FTO Program, position will be promoted to Pilot Investigator II and will wear the rank of Lieutenant. Applicant is hired internally having already been a graduate from the Texas Game Warden Academy. Successful Texas Game Warden hire will promote immediately to Pilot Investigator II and will wear the rank of Lieutenant. Applicant is hired having already graduated from another Texas law enforcement agency academy and licensed by the Texas Commission on Law Enforcement (TCOLE). Successful TCOLE-licensed applicants will be hired with the requirement of successfully completing the Texas Game Warden FTO Program. After successful completion of the FTO Program, position will be promoted to Pilot Investigator II and will wear the rank of Lieutenant. Successful applicants transferring in good standing from the Texas Department of Public Safety having graduated from the Texas Department of Public Safety Training Academy will maintain his/her current Pilot Investigator Title and Salary Group, as listed by the Texas State Auditor's Office. For all background level of experience, potential promotion to Pilot Investigator III while wearing the rank of Captain may be available upon reaching time in service and flight hour requirements as well as qualification milestones as listed in the TPWD Aviation Standard Operating Procedures (SOP). All successful applicants must reside within 50 air miles of Austin-Bergstrom International Airport. Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited college or university with a Bachelor's degree. Experience: 1000 hours of total flight time, which must include 500 hours of helicopter time. Licensure: Must possess and maintain a valid U.S. driver's license. Must possess a Federal Aviation Administration (FAA) Commercial Airplane license with Single Engine rating with Instrument privileges and a Commercial Helicopter rating. Must possess and maintain a current FAA Class II or Class I Medical Clearance. NOTE: Retention of position is contingent upon obtaining and maintaining required licenses and ratings. PREFERRED QUALIFICATIONS: Education: Graduation from the Texas Game Warden Training Academy or another Texas Law Enforcement Agency Academy. Graduation from the Texas Game Warden Field Training Officer program. Graduate of a military or civilian aviation safety officer's course. Graduate of a high altitude mountain training school for pilots. Experience: 500 hours of fixed wing airplane time. 2000 hours of pilot-in-command flight time experience. Experience in search and rescue, external load, and hoisting operations. Experience in Night Vision Goggle (NVG) flight operations. Experience in mountain flying. Experience in the use of aircraft thermal imaging devices. Experience in the use of glass cockpit instrumentation, i.e. Garmin 500/1000 or similar. Licensure: Current Federal Aviation Administration (FAA) Flight Instructor Airplane-Single Engine. Current Federal Aviation Administration (FAA) Flight Instructor Rotorcraft- Helicopter rating. Current Federal Aviation Administration (FAA) Flight Instructor Instrument-Airplane rating. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of statutes, proclamations, regulations and policies related to the enforcement of all provisions of the Texas Penal Code, the Code of Criminal Procedure, the Texas Parks and Wildlife Code, and all regulatory acts adopted under the authority of the Parks and Wildlife Code regarding fisheries resources, game animal resources, game bird resources, non-game resources, furbearing resources and provisions of the Texas Water Safety Act; Knowledge of aerodynamic principles; Knowledge of Federal Aviation Administration orders, regulations, and circulars; Knowledge of aviation industry safety standards and guidelines. Ability to research and organize information to assist in the preparation and monitoring of aircraft branch budget; Ability to use agency and divisional purchasing procedures to facilitate aircraft branch purchasing and provide assistance to others as requested; Ability to plan and organize work load and priorities; Ability to use software and hardware to produce budget documents and effective written communications; Ability to read and interpret maps using latitude and longitude; Ability to perform manual labor including, lifting supplies and materials up to 50 lbs. WORKING CONDITIONS: Required to reside within 50 air miles of Austin-Bergstrom International Airport; Required to work hours other than 8:00 a.m. to 5:00 p.m. Monday through Friday; Required to work overtime as necessary; Required to sit for extended periods of time, up to four hours in an aircraft under flight; Required to pass a national fingerprint-based background check to maintain employment; Required to perform manual labor including, lifting supplies and materials up to 50 lbs.; Required to travel 25% with possible overnight stays; Required to operate a State vehicle; Non-smoking environment in State buildings and vehicles.
