The City of Palo Alto is recruiting for enthusiastic and passionate individuals to lead and support the City's long range policy planning and housing program. This team is responsible for advancing City Council land use policy initiatives, managing the City's below market housing program, and taking the lead role in creating neighborhood area plans. Following a recent reorganization, the division now has 5.5 full-time employees and two part-time employees dedicated to this program.

Housing production is of critical importance to the City and a key focus of this program. Candidates that have familiarity with state mandated housing requirements, experience managing below market housing programs, and awareness of the complexities surrounding housing production in the Bay Area would be a welcome addition to our team. This program will explore solutions to incentivize more housing units, and innovative strategies to preserve and protect the City's existing housing stock.

The ideal candidate will possess superior writing and public speaking skills; be able to independently prioritize and complete a broad range of assignments with competing deadlines; and quickly formulate responses to challenging questions in a thoughtful and diplomatic manner, while being comfortable with not providing an immediate answer when the information is not known or readily available. The candidate must be willing to work outside of normal working hours, evenings and weekends, to attend and participate in community meetings or to staff decision-maker meetings (City Council, Planning & Transportation Commission, etc.). The candidate must have a customer service focus and strong interpersonal skills with the ability to establish and maintain effective relationships with co-workers, management, elected officials, community members, and representatives of public and regulatory agencies.

Long Range Planning Manager - May be filled at the Planning Manager or Principal Planner Level

This position serves as the leader and manager of the Long Range Planning team, providing clear direction for staff as well as interfacing with the public and colleagues within the City of Palo Alto. This position is responsible for establishing clear goals and objectives for the Long Range Planning team that advance City Council policy and priorities.

The ideal candidate has strong writing and presentation skills, a demonstrated ability for deeply analyzing complex issues, and an ability to communicate clearly with the public and staff. The department has several active projects and the candidate will have to help prioritize the work of others and provide strong project management to ensure key milestones are met. As a 'working manager' the ideal candidate can expect to pitch-in where needed and may also be a project manager to some projects.

Some current projects and responsibilities include overseeing the successful completion of the North Ventura Coordinated Area Plan, supporting implementation of the City's below market program and advancing a variety of policy initiatives related to housing production, protection, preservation; implementing state-mandated legislation; supporting and implementing; and participation in local and regional planning and transportation related bodies.

The ideal candidate will have supervisory experience and be skilled at building a strong team, strong work ethic among team members. The ideal candidate is eager to develop the talents of subordinates and ensure they are contributing to the execution of the Long Range Planning team's work plan and achievement of the City's objectives.

The Planning Manager job classification is distinguished from the Principal Planner in terms of years and quality of experience, especially supervisory experience.

Salary Range
  • Manager Planning: $50.84/hr - $76.25/hr ($105,747 - $158,600)
  • Principal Planner: $47.28/hr - $70.91/hr ($98,342 - $147,490)

Minimum Qualifications

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:

Manager Planning
  • Bachelor's degree in a field relevant to the program or function being managed
  • Five years of progressively responsible experience in municipal government including supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Master's degree is preferred.
  • Licensing Requirements:
    • Valid California Driver's License;
    • Depending on area of assignment, may require Professional Engineer (PE) certification, ICC certification (or equivalent) as a Combination Inspector, Plans Examiner, or Building Official.

Principal Planner
  • Possession of a Bachelor's degree in a field relevant to the program or function being managed
  • For all areas, five years of progressively responsible experience in municipal government planning functions including complex project management; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Supervisory experience is preferred.
  • Master's degree is preferred.
