Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing and payroll. Under general direction of a Supervisory Personnel Analyst, the incumbent performs complex, technical personnel functions involving recruitment, selection, testing, classification, compensation and other duties related to labor relations. This position is located in the Labor Relations Unit in the Division of Human Resource Management in Carson City. This unit is responsible for providing expert consultation to employees, employee representatives, agency human resource representatives and agency management on human resources practices, labor relations, and collective bargaining and also develops proposed regulations to carry out the provisions of NRS 284, Senate Bill 135 (2019) and other State or federal mandates. This position will be responsible for providing consultation on issues such as the progressive discipline process, the grievance process, and performance management and bargaining agreements. Other duties include developing forms, publications and assisting in and/or presenting training classes on related topics.
