Job Summary The City of Greenville seeks a dynamic, highly motivated, and experienced professional for the position of Parks Facilities Manager. Under the supervision of the Recreation and Park Superintendent, this position provides leadership for the overall buildings maintenance program, custodial services, special event support services and landscaping at select parks in the Park Services Division of the Recreation and Parks Department. FLSA Status: Exempt Examples of Duties Hires, trains, and supervises staff in the areas of building maintenance, special event support and landscaping; Completes performance evaluations; Manages subordinate personnel to ensure work is occurring efficiently and effectively and develops written objectives for each review period that reflect reasonable goals required for that period; Establishes goals and objectives for performance management, and oversee new hire processes; Identifies as needed specialty maintenance teams and works to improve staff specialty skills through a staff development program. Communicates identified sub-supervisor needs to the Recreation and Parks Superintendent for consideration of reorganization or reclassification; Organizes and provides staff training in technical, semi-technical, and safety areas to ensure uniform service delivery standards are provided to park users; Develops operational maintenance schedules for park facilities to address the repair, maintenance, landscaping, and routine cleaning of park facilities, grounds, and equipment. Develops and utilizes standardized work times to create routine schedules and to ensure staff is utilized to maximum efficiency; Develops daily, weekly, and monthly Preventative Maintenance (PM) schedules for departmental buildings and building infrastructure while using PM information to develop work orders and operational/capital budgets; Develops contract specifications in consultation with specialty vendors to contract the maintenance of complex facility equipment such as HVAC units, electrical systems, athletic field lighting, specialized pool equipment, roofing systems, sewer lift stations, and other facility infrastructure; Develops specifications, solicits bids, creates contracts, and monitors contractors in order to contract out specialized maintenance functions that are beyond staffing levels or staffing expertise; Inspects facilities, grounds, and equipment to determine current and future maintenance needs and evaluate the effectiveness of existing maintenance procedures while recommending corrective measures or improvements to existing procedures as needed; Manages work orders to ensure the timely completion of work requests that are not addressed in the PM program. Inspect repairs made to ensure work is of high quality; Evaluates large repair or construction needs to develop repair estimates and/or major park construction or improvements; Works with the Recreation and Parks Superintendent and other departmental staff to develop a 10-year capital needs assessment, an annual capital budget, and the annual operating budget for the Parks Division that details and justifies current and new budget requests. Identified budget needs must be supported based on quantifiable data from work order requests, facility or infrastructure life age/spans, or other data; Reviews consultant or engineering-developed drawings and specifications to ensure project designs meet the needs of the department and that specifications are complete/compatible with the desired project scope; Prepares a variety of reports and records as needed in a clear manner, including the development of spreadsheets, memoranda, work order tracking/trends, person-hour work report analysis, etc.; Performs other related duties as assigned. Minimum Qualifications Education and Experience: Bachelor’s degree from an accredited college or university in park and recreation management, maintenance engineering, landscaping, construction management, or other related fields; and At least three (3) years of supervisory experience is required regarding structural maintenance, electrical and/or mechanical systems, construction management, grounds management, and landscaping, OR Associates degree from an accredited college or university in park and recreation management, maintenance engineering, landscaping, construction management, or other related fields; and At least five (5) or more years of supervisory experience is required regarding structural maintenance, electrical and/or mechanical systems, construction management, grounds management, and landscaping.
