Public Health is looking tofill a 50% regular help position that is assigned to work inthe Foster Care Division in Oroville.

Under general supervision, performs a variety of nursing care services in the examination and treatment of clients in various settings; coordinates client and community services to support the goals of the Public Health Department.

  • Provides nursing care following the nursing process including, but not limited to, nursing procedures and case management in a home, office, community, or other setting as authorized by their Scope of Practice under their Registered Nurse License.
  • Interviews client; takes client history; reviews health records; conducts comprehensive physical, psychosocial and developmental assessments and recognizes the significance of abnormal findings.
  • Supports and enhances the clients' physical and emotional well-being; discusses nature of illness, plan of care, procedures and treatments with clients, and family and significant others when appropriate.
  • Educates and counsels individuals, families, and groups regarding specific diseases or health conditions as well as health maintenance, promotion, and rehabilitation.
  • Determines medical eligibility for the CCS program, initiates case management services, processes requests for services and equipment, assists in estimating cost of medical care, makes case closure determinations and determines appropriate Notice of Action responses.
  • Collaborates with other health care providers and community agencies to provide comprehensive services to clients and families, including participation in case conferences.Facilitates referrals to community resources as appropriate.
  • Provides ongoing technical assistance and consultation to medical care providers. Assists in the planning, development and implementation of informational and training programs for providers and community agencies about Health Department programs and services.
  • Updates and maintains a variety of files, records, charts and other documents; gathers, compiles and synthesizes data; maintains appropriate records and prepares reports as required.
  • Assesses cultural and linguistic differences of minority populations; integrates follow-up care with existing indigenous services or resources, and coordinates language interpretation services as needed.
  • Presents outreach programs; talks to community groups regarding program services.
  • Confers and consults with supervisor, division director, and/or Health Officer regarding communicable disease investigations, treatment recommendations and contact follow-up as needed;
  • Develops and implements client and family teaching program based on identified health care goals.
  • Functions as a mentor for Public Health Nurse Associates, newly hired Public Health Nurses and Public Health Assistants as appropriate.
  • Acts as preceptor for nursing students from the local colleges as they complete their clinical experience in community nursing.
  • Responds to public health emergencies and disasters as needed, utilizing the nursing skills authorized under their professional scope of practice.
  • May facilitate, coordinate, attend and participate in committees, councils and meetings as requested.
  • Coordinates with local community groups in identifying and developing needed health services; provides assistance and consultation to community members and agencies regarding barriers to health care; assesses community needs for health care, wellness and preventive programs.
  • Adheres to the confidentiality standards of the Privacy Act of 1974, {U.S.C. ยง 552A} as amended.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Bachelor's degree in Nursing, and one (1) year of professional experience as a Public Health Nurse, Associate in Butte County or equivalent position in a Public Health or community setting required.
  • Must be licensed as a Registered Nurse, hold Public Health Nurse Certificate from the State of California, and remain active with all annual licensing requirements.
  • Valid State of California driver's license may be required.

Environmental Factors and Conditions/Physical Requirements

  • Working conditions are various home and clinic settings; full manual dexterity and visual acuity required.
  • Work involves the potential for exposure to hostile situations and infectious diseases; some non-standard work hours are required.
  • Must work with a clinically challenging client population; must be able to read and respond to subtle behavioral clues, and maintain professional composure and effectiveness.
