POSITION SUMMARY: Assist in supervising daily Aquatic Center operations to include maintenance, programming, and personnel. Performs qualified electrical maintenance to include but not be limited to replacement or repair of fixtures (including incandescent and fluorescent bulbs and tubes, ballasts, fuses, etc.) using appropriate hand, power, and specialty tools. Performs qualified plumbing maintenance repairs. Performs qualified painting, carpentry, and masonry work. Maintains the City's keying and lock systems. Reconfigures, installs, positions, and remounts modular offices to accommodate user needs and to maximize work space using various hand, power, and specialty tools, dollies and hand trucks. Orders parts and maintains required documents. Trains and provides oversight for assigned personnel in standard repair, maintenance, and safety procedures. Performs related work as required. Examples of Essential Duties (for illustrative purposes only): Carpentry Skills - Builds cabinets, shelves, counters, room partitions, and enclosures; constructs, inspects, and maintains playground equipment, wooden signs, and other similar installations; works from pencil sketches, working drawings, and blueprints to estimate material requirements for new and remodel construction of City facilities and structures; frames walls; places, tapes, and textures sheetrock; installs and repairs doors and hardware; repairs leaking roofs and replaces defective roofing; replaces or repairs paper towel racks, paper dispensers, and restroom partitions; repairs furniture; replaces broken windows; digs footings; constructs and sets concrete forms; pours and finishes concrete sidewalks, driveways, steps, floors, and foundations; installs ceramic and acoustical tile; repairs or replaces carpeting, vinyl, and VCT flooring; mixes prepared paints and applies to interior and exterior surfaces; maintains familiarity with the Uniform Building Codes (UBC) and American with Disability Act (ADA), and understands how they are applied for the various types of work performed in and around City parks and facilities. Plumbing Skills - Works from pencil sketches, oral instruction, and blueprints; installs and maintains water supply lines, sewer lines, air vents, valves, faucets, plumbing hardware, and fixtures used by the City in compliance with current building and plumbing codes; perform skilled arc, wire feed, and gas welding as required to construct, maintain, and repair City equipment and facilities; installs and maintains City pool-related pumps, circulation lines, and valves, and chemical feed systems, including gaseous chlorine, caustic soda, and sodium bicarbonate as needed to insure public safety and use of the City pool system; determines work aids and equipment needed; maintains thorough knowledge of the operation and use of related equipment and tools typically required to accomplish assigned plumbing tasks of various degrees of difficulties in location and construction type. Employment Standards A General Craftsworker must meet the following minimum qualifications : possess a high school diploma or G.E.D. and at least two (2) to five (5) years of experience performing maintenance work, repairs, equipment operation, motor vehicle operation, or an equivalent combination of education and experience; possess and maintain a valid, unrestricted Washington State Driver's License; possess or obtain the following within six (6) months: first aid/CPR and any other appropriate certifications as required by law, ordinance, or department requirements; possess or obtain a commercial driver's license (CDL) within twelve (12) months of employment based division standards (see below). A General Craftsworker must also demonstrate the following knowledge, skills, and abilities: proficiency in construction, facility maintenance, and grounds maintenance; proficiency using maps and plans; proficiency in safely using required tools and operating required equipment; ability to work independently, identifying problems and exercising considerable initiative in making needed repairs; ability to establish and maintain good working relationships with the general public and fellow employees; ability to lead and supervise personnel in lower classifications. Additional Requirements per Division : Irrigation: Commercial Driver's License, CDL Class B, Back-Flow Assembly Tester, and Washington State Pesticide License (PCL), Public Operator, with one of the following endorsements: Pest Control Operator (PCO) and either Turf & Ornamental (OW) or Turf & Ornamental Insect & Disease (OC); (all certifications must be obtained within 12 months of hire). Facilities Services: Journeyman card in a related field OR at least four (4) years of verified journeyman-level experience OR completion of a City vocational training program. Commercial Driver's License, CDL Class B, Certified Playground Safety Inspector (CPSI) certification; Aquatic Facility Operator (AFO) certification; (all certifications must be obtained within 12 months of hire). If the successful candidate(s) is required to complete the City of Kennewick's vocational training program, wages will be $26.64 - $31.79 DOQ. After successful completion of the one-year vocational training program, the employee will promote to the level of General Craftsworker. Paid Time Off (PTO) Effective January 1, 2017, the City will implement a paid time off (PTO) program to replace sick leave and vacation accruals. The purpose of PTO is to compensate employees for absences due to injury, illness, vacation and personal business. In addition, the program is designed to provide employees with personal flexibility regarding the use of leave hours. PTO hours accrue based upon the actual number of regular hours worked.
