We are currently seeking experienced candidates for the position of Assistant Director, Source-to-Pay Solutions. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Position Information
The Assistant Director, Source-to-Pay Solutions is responsible for managing and leading the operational management, development, implementation, and maintenance of CSUs systemwide web-based Source-to-Pay (S2P) applications including, but not limited to spend analytics, contract lifecycle management, eSourcing, supplier relationship management, eProcurement, and accounts payable. These modular applications are currently being configured to reside in a single unified CSU instance of the Jaggaer digital platform which will be integrated into CSU's ERP systems. This unified instance of Jaggaer is intended to be a collaborative systemwide web-based platform shared across the twenty-three campuses of the CSU and the Office of the Chancellor.

Under the direction of the Director of Procurement Systems & Technology, the Assistant Director, Source-to-Pay Solutions will:
-Manage and lead the team on design, development, and maintenance of Source-to-Pay software systems to meet stakeholder business and informational needs.
-Manage and lead the team to successful delivery of CSU Procurement team goals through creation of lean process improvements, automation of business practices and enhancement of systems capabilities. Ensure the translation of business philosophy into best practices based on system options.
-Continue to execute against the approved strategic vision and grow the program to drive value and visibility in the organization. Support and foster an environment of continuous improvement for all systems.
-Collaborate with cross functional stakeholder groups including, but not limited to Contracts, Procurement, Accounts Payable, Finance, Information Technology, Construction, and various other faculty and staff personnel across the CSU to develop and implement standardized policies, procedures, processes, and training in accordance with industry best practices.
-Identify new systems opportunities/capabilities that would benefit the business and further organizational goals.
-Leads the systemwide development of Source-to-Pay methods and procedures.
-Provides specialized expertise to identify, evaluate and develop systems and procedures to meet users' needs.
-Responsible for the operational level partnership with the campuses on the CSU systemwide S2P systems.
-Maintain and further develop strong relationship with software provider(s).
-Train faculty and staff to utilize systemwide procurement software applications as appropriate to allow them to perform functions related to their university roles.
-Provide day-to-day systems operational management to include, but not limited to provisioning users permission, and troubleshooting issues.
-Delegate and monitor projects and assignments.
-Analyze CSU systemwide strengths, weakness, threats, opportunities, operational requirements, capability gaps and organizational processes to develop, document and recommend opportunities.
-Ensure all deliverables, internal and external, are of the highest quality and deadlines are met in an efficient and timely manner.
-Pursue continuous professional growth through active participation in skill development and training as appropriate.
-Demonstrate the characteristics of professionalism in attire, attitude, conversation, behavior, and attentiveness to others and to promote a positive and collaborative team environment.
-Perform other reasonably related duties if requested by their supervisor or other leadership personnel.
-Staff members will assist and support their colleagues during times of peak workload as appropriate and as approved by their supervisor.

This position requires:
-A Bachelor's degree from a four-year college or university with a degree in business, economics, finance, or public policy/administration or an equivalent combination of education and experience is required;
-Specific demonstrated applicable experience implementing, managing, or maintaining enterprise grade Source-to-Contract (S2C) and/or Procure to Pay (P2P) systems/suites such as Jaggaer, Oracle, SAP Ariba, Coupa, GEP, or equivalent is required;
-A minimum of five (5) years' of progressively responsible experience in a purchasing, contracting, or a related area, and project and/or change management experience is required;
-Project and/or change management experience in managing, leading and implementing eProcurement or related systems is required;
-Strong written and oral communication skills required;
-Strong organizational, client service, and interpersonal skills required to work with a wide variety of internal campus personnel and external private entities such as small and large businesses and the ability to handle potentially sensitive contract administration situations and relationships required;
-Strong data manipulation and database management skills as well as spreadsheet and analytical skills required;
-Ability to work cohesively and cooperatively with management and co-workers and to achieve results quickly and accurately with minimum supervision required;
-Ability to work independently with minimal supervision and direction required;
-Incumbent should be able to work overtime when needed;
-Subject to state and CSU orders and policies temporarily limiting travel due to CV-19, periodic statewide travel will be required.

-A Master's degree in public or business administration is preferred.
-Experience in public sector and/or higher education is highly preferred.
-Experience with ensuring compliance with State reporting or program regulations preferred.

The duties of this position will include participation in decisions that may have a material financial benefit to the incumbent.
