THE POSITION Incumbents in the Behavioral Health Specialist (BHS) classification may be appointed to specialize in the Mental Health (MH) or the Substance Use Disorder (SUD) area. While the primary focus of incumbents will require unique typical tasks and specific abilities as indicated. Under supervision, the Behavioral Health Specialist provides a variety of services to clients, recommends appropriate referrals, maintains community liaisons to ensure adequate services are made available to clients, and provides facilitation for a variety of client-focused specialty groups. State of California - Health and Human Services Agency, California Code of Regulations requires that all non-licensed and non-certified individuals providing counseling in a substance use disorder (SUD) program licensed and/or certified by the Department of Health Care Services (DHCS) shall be registered to obtain certification as a SUD counselor with one of the certifying organizations currently approved by DHCS. State of California - Health and Human Services Agency, California Code of Regulations will require that individuals providing peer support services within an approved DMC-ODS and/or the SMHS delivery system licensed and/or certified by DHCS be registered to obtain certification as a Peer Support Specialist with one of the certifying organizations currently approved by DHCS. Perform specialized functions and tasks in support of assigned program(s) such as processing claims for reimbursement of tenant damages; prepare lease/contract documents; learn how to issue certificates, overpayments, vouchers, and checks and make referrals to fraud investigations as necessary; assist with surveys and/or field housing quality inspections relative to compliance standards. When assigned to the WIC program, conduct nutritional and related classes under the direction of a Nutritionist, including determining nutritional goals according to established criteria, and collecting, documenting, and evaluating clinical and dietary information. Assist with troubleshooting and the resolving system issues and inconsistencies in information as it relates to the various automated systems used for generating eligibility determinations. Perform a variety of administrative support and clerical duties related to assigned program activities to include filing, maintaining records and statistics, word processing, and answering the telephones. Build and maintain positive working relationships with co-workers, other County employees, community agencies and resources, and the public utilizing principles of effective customer service. Perform related duties as assigned. WORKING CONDITIONS Work is typically performed in an indoor office environment and controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions. MINIMUM QUALIFICATIONS Experience and Training: Any combination of experience and training that would provide the required knowledge and abilities is qualifying. Receive, maintain, and account for the personal property of youth; return or send personal property to youth upon discharge; maintain appropriate written records. Visually and physically search youth for prohibited possessions, contraband, weapons, or narcotics; inspect quarters of youth for contraband; inspect and direct cleaning activities of youth for maintenance of sanitation, orderliness, and safety. Promote acceptable attitude and behavior of youth to assist them in adjusting to confinement; confer with assigned supervisors or officers regarding behavioral or other inmate problems; hold youth accountable for their behavior. Communicate with Probation Officers, attorneys, and/or other law enforcement and social service agencies on youth cases. Write incident and crime reports as required and write special reports for Probation Officers and courts as requested. Counsel youth and/or their families on problems; develop treatment plans detailing behavioral goals. Conduct group sessions to resolve problems between youth and to structure shift activities. Dispense medically cleared prescription medications and over-the-counter medications. Transport youth to and from medical appointments, court, or other locations; transfer youth to other facilities. Perform laundry duties as required. Anticipate and avert potential problems; assist in suppressing and controlling problems that occur; report incidents in the prescribed manner. Enter and retrieve a variety of information from a computer; maintain daily logs and records on school attendance, medical treatment, unusual incidents, and the number and location of youth; write reports concerning juvenile activities and behavior. Answer inquiries from the criminal justice stakeholders, program providers and family members. Attend staff or other meetings. Assume responsibility for operation and security of unit when regular supervisor is unavailable. Perform other related duties as assigned.
