THE CITY OF ROCKVILLE, MARYLAND IS SEEKING A
DEPUTY CITY MANAGER
(The starting salary will range from $170,000 to $195,000 DOQ/E, Plus Outstanding Benefits)
The city of Rockville, Maryland is seeking an experienced, strategic, and “people oriented” leader to become the Deputy City Manager, reporting directly to the City Manager. Located just 12 miles northwest of the nation’s capital, and 35 miles southwest of Baltimore, Rockville is an historic, vibrant, highly educated, and diverse community of nearly 70,000 citizens. As Maryland’s 3rd largest city, Rockville benefits from an engaged citizenry, and is poised for continued future success. Uniquely positioned along the I-270 BioTech corridor rich in technology-based businesses and an employed labor force of more than 80,000, Rockville possesses a strong sense of community with stable neighborhoods, a vibrant downtown that serves as the county seat for Montgomery County, and a wide range of recreational and cultural opportunities, and annual celebrations. The City has easy access to the region with two Metro rail stations and another nearby, plus a short drive to three major airports: BWI Thurgood Marshall International, Ronald Reagan National, and Dulles International. Rockville residents are served by the award-winning Montgomery County Public School system, along with a number of private and parochial school options.
The City of Rockville operates under a Council-Manager form of government, consisting of the Mayor and four Council members, all of whom are elected at-large, every four years. The City Manager is appointed by the Mayor and City Council and serves as the City’s chief administrative officer, responsible for the administration of all financial and operational affairs of the City. Rockville’s FY2021 budget (July-June) operates with a combined funds budget of $140M with 622 full-time equivalent employees.
The Deputy City Manager assists the City Manager in directing and working with City departments to achieve departmental and City-wide objectives, initiate and oversee strategic plans, and execute Mayor and Council policy initiatives. This position requires continuous contact with individuals at all levels of the organization on a variety of complex issues. Responsibilities also require significant contact with individuals and groups in the community, as well as other governmental entities. Additionally, the incumbent will have a leading role in developing and overseeing the City’s internal and external social justice and equity strategy.
The selected candidate must have a strong working knowledge of local government operations in areas such as municipal finance and budget, capital improvements and the development process, and should possess experience working in a diverse and growing community. Excellent writing and communication skills are essential. Candidates with a record of exceptional leadership, unquestioned personal and professional ethics, and a collaborative and team-oriented approach will have an advantage during the selection process.
To qualify for this position, candidates must have earned a Bachelor’s degree in public administration, planning, finance, human resources or a related field, with a minimum of seven (7) years professional management level experience; a Master’s degree in Public Administration, or a related field, is preferred; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities necessary to be successful in the position. The selected candidate must be able to obtain a Maryland Driver’s License in a reasonable period of time and will be required to reside within the corporate limits of Rockville.
