We are accepting applications for the position of Assistant/Associate Planner. There are currently two (2) vacancies that the City is looking to fill immediately. The Assistant/Associate Planner performs responsible professional planning work involving land use planning, environmental analysis, and/or historic preservation. In addition, the position performs planning work with design review, public policy and ordinance development, economic development, green technology in economic development, and CDBG/HOME program implementation or other related areas.
Assistant Planner: This is the class in the professional planning series approaching the journey level. Under general supervision, work involves the responsibility for assignments that require the application of fundamental planning principles requiring prior planning experience, or project management experience in development permit application review and processing, perform long range planning for policy and ordinance development for general plan, community plans and local coastal program, implement housing and community development, and economic development depending on assignment. Assignments are generally moderately difficult in scope, but within the design and procedural framework established by higher-level employees, however, as experience is acquired, the employee performs with increasing independence.
Associate Planner: This is the journey level class in the professional planning series. Work is performed with minimal supervision and a high degree of independence. Work involves a wide variety of assignments of increasing difficulty and complexity in professional planning, project management or program development requiring the application of professional knowledge and skills to various municipal planning, zoning, economic development, and environmental issues, depending on assigned area. Responsibilities include the preparation of specific reports and plans with opportunity for independent judgment in planning work, analysis of municipal code and general plan policies and making technical determinations. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner, but may be filled at the Associate level depending upon the needs of the City and the qualifications of the incumbent.
The ideal candidate for this position will have demonstrated technical expertise in development review with a background in current planning, historic preservation, urban design, housing, or economic development. This person is results oriented with a proven track record to reach solutions while understand the importance of excellent customer service. The ideal candidate will understand how to facilitate projects, negotiate agreements, and work collaboratively with individuals representing diverse interests. The selected person will be a team player with passion and interest in community development, economic vitality, and sustainability.
Classes in this series are flexibly staffed, and incumbents may advance to the higher-level class after demonstrating proficiency and meeting the qualifications for that classification.

A combination of education, training and experience equivalent to a bachelor's degree in City Planning, Architecture, Environmental Studies, Economics or closely related field, and depending on assignment, qualifying experience as described below, in the following areas: land use planning, economic development, environmental analysis, historic preservation, design review, general plan policy and ordinance development, green technology in economic development, or CDBG/HOME programs.
Assistant Planner : One year of responsible professional planning experience or project management experience in assigned area.
Associate Planner : Three years of increasingly responsible professional planning experience or project management and program development experience in assigned area. A related master's degree is highly desirable. Prior experience in historic preservation, urban design, and working with community councils and advisory boards is highly desirable.
Certificates: AICP certification is desirable.
