Summary Participates in the operation and maintenance of wastewater, storm water drainage, roadways, sidewalks, signage, and associated facilities. Assists in roadway maintenance including street sweeping, crack sealing, asphalt paving, cold patching and grading alleys. Assists in the installation and maintenance of raised pavement markings, thermoplastic markings and lane striping. Repairs and installs guardrails, roadway signage, and other forms of signage. Constructs sidewalks, curb/gutters, and ADA ramps. Routine and non-routine emergency operation, maintenance & repair work. Required to participate in the General Safety Program which deals with workplace hazards. Assists in the construction and cleaning of storm water drainage lines, sanitary sewer lines, ditches and detention ponds. Assist in flood emergencies including sandbags, catch basin clearing, and flood wall installation. Responsible for operating all vehicles and equipment within the division on a daily basis. Inspects all equipment/tools prior to use ensure safe operating conditions. Refuels equipment and adds other necessary fluids, such as oil and fills out any needed reports for defective equipment. Respond to citizen complaints. Inspection of new and existing facilities. Prepare written reports regarding activities and maintenance records. Assists in vegetation maintenance in right-of-way including tree falling/trimming, weed eating, mowing, and herbicide application. Assists in pest management including rodents and mosquitos. Performs underground utility system locates. Snow/ice removal with sanders and plows. Other duties as assigned. Qualifications Possess a high school diploma or GED equivalent. Two (2) years of recent work experience with a similar public service agency or professional field. Possess and maintain a valid Washington State CDL Class A endorsement with Tanker endorsement and no restrictions. Possess and maintain a valid Counterbalance Forklift Certification. Description THE POSITION This recruitment is being conducted to fill four full-time vacancies. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year. The City of Vallejo is seeking candidates for four Senior Water Distribution Technician positions, as collaborative members of the City's Water Department. Senior Water Distribution Technicians are responsible for leading, overseeing, and participating in the more complex and difficult work of staff responsible for providing installation and maintenance services of water distribution systems. While not required, specialized training in or welding experience is highly desirable. DISTINGUISHING CHARACTERISTICS The Senior Water Distribution Technician is the lead and advanced journey level in the series. It differs from Water Distribution Technician in that the Senior acts as the lead worker and performs duties and tasks that are the most complex and advanced in the water distribution maintenance field. The Senior Water Distribution Technician is distinguished from the Utility Supervisor in that the Senior only provides lead/direct supervision for the work performed on an assigned crew whereas the Supervisor is a full supervisory class responsible for the full range of direct supervisory responsibilities. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from a higher level supervisory or management position. Exercises technical and functional direct supervision over lower-level water distribution staff. THE DEPARTMENT The Vallejo Water Department is a dynamic organization engaged in growth and positive change for the benefit of our customers and community. The Department provides potable water to 121,000 customers through a highly complex system including multiple raw water sources, three treatment plants, a Sludge Dewatering Facility, 600 miles of distribution pipes, 8 pressure zones, 27 pump stations, and 37,000 service connections. Vallejo Water is a Treatment-5/Distribution-5 system. In 2017, Vallejo water services transitioned from a division of Public Works, to a standalone Water Department reporting directly to the City Manager. This change gives drinking water-related operations and issues greater visibility and strategic direction for the benefit of rate-payers. The Water Department's strategic goals include: infrastructure reliability, public trust, sustainability, organizational performance, and financial viability. The Water Department has six Divisions: Water Treatment, Engineering, Distribution, Watershed and Facilities Management, and Administration/Conservation. The Water Quality Division of the Water Department is an important stakeholder in projects unfolding in Vallejo and the Advance Water Treatment Plant Operator is a key member of the team. License or Certificate Possession of a valid California Class A driver license at the time of appointment. License must have the following endorsement: air brakes and manual transmission. The Water Department has six Divisions: Water Treatment, Engineering, Distribution, Watershed and Facilities Management, and Administration/Conservation. The Water Quality Division of the Water Department is an important stakeholder in projects unfolding in Vallejo and the Advance Water Treatment Plant Operator is a key member of the team. GENERAL DESCRIPTION OF POSITION Responsible for the general administration of the Inspection Division of the Engineering Department. Performs field and technical construction inspection work for environmental, water, sewer, street, and other public works projects and programs. Assures compliance with Federal, State and local codes and standards and contractual provisions. Along with providing direction, supervision, and evaluation of inspection staff, employees of this class are expected to perform highly skilled technical duties associated with inspections, and guiding staff through the inspections of capital improvements projects or private development. SUPERVISION RECEIVED Works under the general guidance and direction of Assistant City Engineer and/or City Engineer. SUPERVISION EXERCISED Exercises supervision over staff assigned to the Inspection Division of the Engineering Department. Provides information and responds to inquiries from contractors, property owners, staff, and the general public regarding assigned public works projects. Ensures that department management is informed of critical issues. Represents the Engineering Department in meetings, with contractors, engineers, developers, and other public agencies as required. Demonstrates continuous efforts to improve operations, decrease turnaround times and streamline the inspection work processes. Provides guidance, training and supervision to inspection staff on policies, practices and procedures, design and inspection within the public right of way.
