The San Mateo County Health's Behavioral Health and Recovery Services (BHRS) Division
is seeking an experienced individual for the position of Mental Health Program Specialist - Prenatal To Three
. Mental Health (MH) Program Specialists
, under direction, coordinate and supervise a specialized program in BHRS
such as Prenatal to Three
, supervise a small staff of professionals; consult with several community groups and agencies on behavioral health services and awareness; and set up service delivery systems. The current vacancy is in the Prenatal To Three Partners for Safe and Healthy Children Program located in San Mateo.
This position may travel throughout the county to attend meetings or perform other duties of the position.
This Program Specialist
will supervise Clinicians and interns; triage cases that are referred to the program; refer clients to the Prenatal To Three
Team Psychiatrist; assign cases to Clinicians; and conduct performance evaluations for those supervised. The Program Specialist
supervises clinicians that work with infants and young children; provide assessment, diagnosis and treatment for children 0-5 years of age and their parents who have been referred from Children and Family Services; conduct infant assessments as well as youth and adult assessments; and provide dyad treatment with parent and child. They also provide court summaries, testify in court cases, and have a working relationship with Children and Family Services (CFS) and foster parent and family members. Treatment can be provided by clinic-based visits or home visits throughout San Mateo County. The Mental Health Program Specialist
coordinates assigned program activities with services by the Division's clinics, Family Health systems, private sector providers, schools, state institutions and other public or community agencies; establishes and maintains program procedures that are consistent with Federal, State and local laws governing mental health services; participates in program administration, policy implementation, planning and evaluation; and oversees program services and functions, facilitates team meetings, focusing on program development and enhancement. The Incumbent will also carry a caseload.
This position is responsible for representing the Prenatal To Three, Partners of Safe and Healthy Children Team
in collaborative meetings with other providers of mental health services, Children and Family Services, Public Health Nurses, Community Workers and Psychiatrists; Acting as a liaison between Partners team and CFS; problem solving with CFS as a partner, and working collaboratively with CFS social workers, Supervisors and Managers; provide consultation to community groups and agencies on mental health services and awareness; and sets up service delivery systems. The Program Specialist
will attend various leadership meetings; lead Prenatal To Three
Team clinical meetings; and lead a clinical group at staff meetings on a regular basis.
The ideal candidate
will have knowledge of infant mental health; two or more years of Infant Parent Psychotherapy; knowledge of attachment issues and infant/child development and one year of home visiting experience. Also, one year of experience working with family involved with Children and Family Services and the understanding of Child and Family Team; at least one year of experience in any of the following trainings: Child Trauma Institute/CTI, Circle of Security, Harris Program, Touchpoints or Neurosequential Model of Therapeutics. Experience coordinating or supervising the clinical work of others; licensed at least two years; and at least one year of experience conducting home visits. Fluency in Spanish and English is preferred. NOTE

Examples Of Duties Duties may include, but are not limited to, the following:
- Coordinate assigned program activities with services provided by and responsibilities of the Division's Regional clinics, private service providers, schools, state institutions and other public or community agencies.
- Establish and maintain program procedures which are consistent with Federal, State and local laws governing mental health services.
- Monitor and consult with contract providers to ensure compliance with services requested by the County and help determine jointly beneficial solutions to problem areas.
- Research and prepare grant proposals for specific mental health projects.
- Consult with schools and other public agencies regarding the assigned program and provide the proper program supervision and liaison to the contractees.
- Evaluate and integrate changes in legislation into the program procedures.
- Provide clinical consultation to various agencies.
- Evaluate employee performance of subordinates assigned to program.
- Compile data and prepare program evaluations and other reports.
- Perform related duties as assigned.
California license as one of the following: 1) Clinical Social Worker; 2) Marriage and Family Therapist; and 3) Clinical Psychologist. Education and Experience :
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience as a Mental Health professional. Knowledge of:
Skill/Ability to :
- Basic program management techniques and practices.
- Individual, group and family psychodynamics.
- Psychological diagnostic methods and terminology.
- Current principles and practices of psychiatric casework.
- Human and health services systems in the County including private agencies and other community resources.
- Various methods used in individual and group therapies such as role playing, play, art, milieu and group.
- Methods and techniques used in mental health education.
- Prepare grant proposals and written reports.
- Set realistic treatment goals and facilitate their attainment.
- Evaluate patients/clients degree of mental disability or emotional distress.
- Supervise and train interdisciplinary subordinates.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position prior to the final filing date, will receive five points added to their final passing score on this examination.
