The Position: Under the direction of the Associate Vice President, the Assistant Director, Human Resources Management for Employment and Classification Services, will oversee the recruitment and selection process for staff and administrative functions, as well as the classification and compensation programs for staff and administrative functions. The assistant director will assist in managing the operational functions of the department, including CMS and PageUp administration, classification and compensation, and professional development. Duties include but are not limited to; supervise the Workforce Planning and Classification/Compensation staff to ensure compliance, timeliness of recruitments, adherence to background check policy, timely on-boarding, effective orientation program, and successful oversight of other business processes; oversee the Classification and Compensation processes in completing classification studies, performing desk audits, conducting reviews of positions, evaluating essential functions, updating and maintaining position description library, and responding to and conducting salary studies; oversee and provide guidance on CMS/PageUp Workforce Administration as it relates to recruitment and the processing of employment transactions; use CMS/PageUp modules to perform daily functions, including running reports and performing analysis to the recruitment process; troubleshoot CMS/PageUp Recruitment module, including working with Enterprise and HRIS data operations personnel to determine best practices; attend CMS/PageUp meetings and participate in monthly technical calls related to recruitment; attend CHRS/PeopleSoft meetings and participate in monthly technical calls related to workforce administration, classification/compensation, and other related calls; serve as an advisor to customers of human resources management on recruitment strategies, and classification and compensation; collaborate with the campus community on University best practices; update and maintain business processes to ensure operational consistency; provide guidance to employees regarding building and sustaining work relationships, including guidance on coaching and counseling, corrective action, and performance management; provide interpretation on the application of collective bargaining agreements, campus policies, and CSU executive orders and technical memorandums; participate in collective bargaining sessions, meet and confer sessions, and related meetings; assist in developing training programs for the campus community on best practices, processes and enhancing workforce growth; coordinate staff recognition programs; provide assistance with the volunteer program; attend personnel committee meetings on behalf of the AVP; attend meetings, provide assistance to other Human Resources managers and their respective areas; and assist the AVP in building positive relationships within the campus community.

Required Qualifications & Experience: Bachelor's degree in business administration, organizational development/leadership, human resources management, or management from an accredited four-year college or university. At least five years of human resources management experience in the areas of recruitment, classification, and compensation including troubleshooting technical processes and demonstrable experience with online recruitments. Two years of which have been managing or leading a team of human resources professionals. The incumbent's experience will need to include a work history that demonstrates the ability to be successful in managing and performing the various aspects of a human resources management department. Must have work experience in a collective bargaining environment, with direct experience applying and interpreting collective bargaining agreements; knowledge of employment laws and possess the ability to apply and interpret such laws; ability to take on multiple projects and balance workload effectively and efficiently, ensuring positive and successful outcomes; ability to interpret and apply policies, procedures, and Executive Orders governing human resources management; demonstrate a positive, proactive approach to problem-solving and provide strong accurate support to the University's management and staff; ability to gather and analyze data, reason logically and draw valid conclusions; communicate clearly and effectively in written and verbal forms of communication; and must demonstrate an ability to work in a multicultural/multiethnic environment. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.

Compensation: Salary is commensurate with experience and qualifications. A comprehensive benefits package is provided.

Appointment: The Administrator II appointment will be made under the guidelines for management and supervisory employees of the California State University. All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
