The Health Officer serves as the Chief Medical Officer for the Spokane Regional Health District (SRHD). Under the direction of the Administrative Officer, the Health Officer provides overall leadership for the enforcement of local and state public health laws and provides highly complex staff assistance. The Health Officer is responsible for executive action to control and prevent the spread of any dangerous, contagious, or infectious diseases that may occur within SRHD’s jurisdiction and provides information to the Spokane County populace regarding the causes, nature, risks, and prevention of such diseases.
This position provides education on the preservation, promotion, and improvement of the population’s health. The Health Officer partners with the Public Information Officer (PIO) when speaking to the media and promoting public health education and awareness. Along with the Administrative Officer, the Health Officer attends all Board of Health and executive committee meetings and communicates and makes recommendations on all significant occurring and emerging public health medical issues. The Health Officer also works with the Board of Health members, local officials, and community partners on developing public health programs, responses, education, and strategies. The Health Officer actively participates in the medical community, partnering with health professionals, citizen groups, and state and federal committees.
The Health Officer provides medical oversight and consultation and appropriately engages in Public Health Preparedness and Response, Community Health, Environmental Public Health, Communicable Disease, Vital Records, and Tuberculosis programs. The Health Officer also serves as the backup to the Opioid Treatment Program (OTP) Medical Director and approves methadone, buprenorphine, and naloxone orders and carries in the Director’s absence. The Health Officer embraces the mission of Spokane Regional Health District and works collaboratively to provide sound recommendations to protect and promote public health.
A Doctor of Medicine or Doctor of Osteopathic Medicine degree is required, along with five years of public health experience, including tuberculosis control. Knowledge of epidemiology and disease control, along with the ability to evaluate health service programs and interpret and comply with applicable local, state, and federal regulations, is necessary. Building and maintaining effective community relations and facilitating community conversations on behalf of public health is essential.
The Health Officer must be an experienced physician licensed to practice medicine and surgery or osteopathic medicine and surgery in the state of Washington and is qualified or provisionally qualified in accordance with the standards prescribed in RCW 70.05.050 through 70.05.055 to hold the office of local Health Officer. Registration with the Drug Enforcement Agency for prescription of controlled substances and a valid motor vehicle license with current auto insurance is required.

Compensation and Benefits
The salary range for the position is $159,417 – $247,308 and will depend on the qualifications of the successful candidate.
