Salary Range: $3,288 - $6,347/Monthly
Work Schedule: Full-Time, Monday - Friday, 8:00 a.m. to 5:00 p.m.; non-exempt classification. Temporary appointment expires on or before one year from date of hire; may be extended; may become permanent.
Essential Functions: Under the general the general direction of the Resource Manager, the incumbent will manage the college fiscal activities including budget preparation and facilitation of the college's annual budget, ensuring proper management of the budget, working closely with senior management staff. The incumbent will perform a number of complex and technical functions, including budget development, budget execution, fiscal analysis and revenue/expenditure projections. The incumbent will also serve as the primary resource person for all academic personnel, temporary faculty hiring and Academic Planning Data Base (APDB). The incumbent will devise financial management policies/procedures; administer budgets and resolve accounting problems/issues as they arise with University Auxiliary Services (UAS), Foundation, PaGE, Controller's Office, Procurement, Office of Research, Scholarship and Creative Activities (ORSCA); part-time hiring process and generating appointment letters; assist with APDB reconciliation and absence management; assist with staff/student hiring; assist with maintaining files and records related to faculty workload/release time/assign time; answer questions and provide information on fiscal policies and procedures; coordinate and perform clerical functions. The incumbent will resolve college/department discrepancies, process and distribute various financial forms such as travel request/expense claims/requisitions/direct pay request/expenditure, payroll and budget transfer forms, performs various UAS-related responsibilities including grant billing run financial queries/reports and track expenditures, track University/Cal State LA foundation accounts; review and oversee the processing of reimbursement requests; responsible for accounts payable/receivable; create and maintain appropriate filing systems; and assist in the development of the internal fiscal and operation policies for the college.
Required Qualifications & Experience: Bachelor's degree from an accredited four-year college or university and/or equivalent training. Two years administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs. The incumbent must have working knowledge of budget policies and procedures; of PeopleSoft HR and Financial Management system; and of methods, procedures and practices. The incumbent must have strong analytical problem-solving and writing skills with experience using work processing spreadsheets, and database management, lay-out and editing programs; and must be proficient with English grammar, business writing, punctuation and spelling. The incumbent must have the ability to be fully functional in all technical aspects of work assignments and independently handle multiple work unit priorities and projects, and to apply independently a wide variety of policies and procedures where specific guidelines may not exist; perform standard business math, such as calculate ratios and percentages, track financial data and make simple projections, draft and compose correspondence and standard reports, and handle effectively a broader range of interpersonal contacts, including those at a higher level and those sensitive in nature; learn new programs; perform accurately in a detail oriented environment; quickly learn and apply a variety of state, CSU and Cal State LA policies and procedures; review financial documents for accuracy, completeness, validity and adherence to standards, maintain files and records; identify, trace and correct errors, interpret and apply written rules and regulations; and have a demonstrated interest and/or ability to work in a multicultural/multiethnic environment. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the California State University. Desired Qualifications: Bachelor's degree in Business, Finance or related field. Experience with Cal State LA university policies and procedures, financial tracking/reporting; and in academic setting. Knowledge of PeopleSoft and basic math/accounting skills, proficient in Microsoft Excel.
