The Position THESE POSITIONS ARE UNCLASSIFIED, NON-CIVIL SERVICE, HOURLY POSITIONS. INDIVIDUALS IN THESE POSITIONS MUST BE ABLE TO WORK FLEXIBLE HOURS - All qualified applicants must attend an interview. These classifications are primarily responsible for implementing the department’s seasonal child-care in the form of day camps, and other recreation programs at City parks, playgrounds, elementary schools and other facilities on a part-time hourly basis. Bilingual ability in a language or languages commonly spoken in the Glendale community, such as Armenian, Spanish, Korean, etc., is desirable at all levels. Essential functions of the job include, but are not limited to, the following: Ensures Department services are provided with exceptional customer service and the highest level of ethical standards. Leads, organizes, coaches, referees and stimulates interest in a variety of competitive and noncompetitive youth sports, youth fitness, games, contests, and cultural activities. Assists in various recreational programs including playgrounds, day camps, aquatics, and Civic Auditorium operations. May open buildings and facilities for programs or be responsible for proper closing procedures of those buildings and facilities. Checks out playground equipment at the various facilities, dispenses towels, checks clothing, and cares for and cleans buildings and equipment. Supervises children in the use of a wading pool. Oversees recreational reservations, and supervises the use of facilities as to their proper care. Performs cashier duties at some City functions. Keeps routine records of program participants' progress and drafts written reports. Sets up tables, chairs and audio visual equipment. Performs light maintenance duties, such as cleaning, vacuuming and mopping. Leads or assists with cleaning of public buildings, including restrooms, floors, carpet, counter tops and tables. May have the opportunity to participate in related divisional cross-training efforts. Experience and qualifications gained in this cross training may apply towards promotional opportunities and transfers. Plans and conducts arts and crafts, sports, passive and active games and special interest activities. Conducts arts and crafts, sports, passive and active games and special interest activities. Supervises children and young adults on excursions. Acts as site host for facility reservations and assists with City-wide special events. Directs other recreational staff and volunteers. Works independently. Trains and supervises other recreation staff in developing activities. Schedules, plans and coordinates park activities. Estimates supplies needed for programs and events, and ensures their purchase and delivery to the appropriate facility. Helps improve local community relations and handles complaints. Education/Experience Requirement: One-year of recent paid experience in recreation programming, or one full summer season with a municipal recreation program. One year of college coursework. Recreation Program Specialist Wage Range: $24.12 - $26.84 Hourly Duties: Utilizes advanced knowledge in his/her respective field to educate, lead and instruct program participants and other staff members. Estimates supplies needed for programs and events, and ensures their purchase and delivery to the appropriate facility. Works to improve local community relations and handles complaints. Participates in fund-raising and enlists sponsors to assist in the funding for various community programs. Education/Experience Requirement: Two years of paid experience in recreation leadership, programming or related field is required. Two years of college coursework, including specific course work in recreation programming or related field is required. Description The Department: The Parks Division provides planning, development, operation, maintenance, and rehabilitation of City parks and open spaces. The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. The Cemetery Division maintains 33,000 internment sites in a peaceful public park. The Position: Recreation Leader I The Recreation Leader I is an entry level classification in the Recreation Leader series designed for high school students whose skill level in several broad types of recreational activities is sufficient to assume responsibility for an entire recreation program or area. Under immediate supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities. The Recreation Leader I is distinguished from the Recreation Leader II in that the latter is designed for college level students. The Recreation Leader II will supervise children, youth, teens, and other program participants in many facilities, including but not limited to the Reed & Grant Sports Park, Youth Soccer Park, Youth Activity Center & Teen Center, and Community Recreation Center. In this role, the successful incumbents will help conduct health and safety checks, open/closing facilities, serve as Disaster Service Worker while adhering to COVID-19 protocols. Recreation Leader II The Recreation Leader II is an intermediate-level classification in the Recreation Leader series. This classification is designed for high school graduates whose skill level in several broad types of recreational activities and is sufficient to assume responsibility for an entire recreation program or area. Under general supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities. This class is distinguished from the Recreation Leader III in that the latter holds responsibility for planning and developing recreation activities. Recreation Leader III The Recreation Leader III is an advanced-level classification in the Recreation Leader series designed for college students who are skilled in several broad types of recreational activities. Under general supervision, an incumbent in this classification is responsible for the planning, organization, development, and leadership of a specific recreation activity or group of several closely related activities in specialty areas such as athletics/sports, aquatics, drama, arts and crafts, music, dance, therapeutics, nature, and camping . The Recreation Leader III may oversee the work of lower-level personnel and may lead and/or conduct clinics, programs, seminars, and similar gatherings in the specialty area. The Recreation Leader III is distinguished from the Recreation Specialist in that the latter exercises a higher degree of independence and holds greater overall program responsibility. Plans and carries out various assignments of both natural and cultural resource management which may include, plant and animal analysis, inventory, monitoring, and management - including endangered avian and karst species; research; prescribed burning, sensitive site management and monitoring, invasive plant management, herbicide application and feral animal control. Leads volunteers for resource-related projects and activities. Assists with conducting prescribed burns and is responsible for sensitive site management and feral animal control. Assists with the coordination of all natural and cultural resource clearances for projects and monitors cultural sites around the natural area. Assists with the development of comprehensive Natural and Cultural Resource Management Plans for the natural area. Assists with interpretative programming and large school groups, natural area promotion, marketing, volunteer recruitment, preparation of assigned reports, trains staff and volunteers, maintains adjacent landowner relationships and coordinates academia research permits. Provides customer service by providing information and assistance to the public. Serves as an Administrative Officer on Duty and may perform fee collection duties. Performs facility, grounds and equipment maintenance. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures. Qualifications: MINIMUM QUALIFICATIONS : Education : Graduation from an accredited college or university with a Bachelor's degree in a Natural, Cultural Resource Management or related field. Experience : One year experience with Natural and/or Cultural Resource Management; Licensure : Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license; Must possess or be able to obtain, within one year of employment, a Non-Commercial Political Subdivision Pesticide Applicators license or equivalent issued by the Texas Department of Agriculture. Must possess or be able to obtain, within one year of employment, the National Wildfire Coordinator Group's (NWCG) Fire Fighter Type II certification and remain in good standing with the TPWD State Parks Fire Program. NOTE: Retention of position contingent upon obtaining and maintaining required licenses and certifications. Physical : Must be able to pass, within one year of employment, the FFTII arduous duty physical fitness standard (walk 3 miles with 45 lb. pack in 45 minutes or less). NOTE: Retention of position contingent upon meeting and maintaining physical requirements. ACCEPTABLE SUBSTITUTIONS : Education : One additional year of experience in Natural and/or Cultural Resource Management may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours. PREFERRED QUALIFICATIONS : Education : Graduation from an accredited college or university with a Bachelor's degree in Wildlife/Fisheries Science, Natural and/or Cultural Resource Management, Forestry, Biology, Anthropology, Archeology or History. Experience : One year experience with threatened/endangered species management and/or monitoring; Experience as a supervisor or team leader; Experience in revenue or budget management; Experience with Customer Service; Experience in natural or cultural resource management, general maintenance, public safety, promotions or public relations or marketing; Experience caving or experience working in potentially claustrophobic conditions; Experience with grounds maintenance and/or brush control; Experience with use of a GPS unit and GIS software. Licensure : CPR/First Aid/AED Certification; ATV Rider Course Certification. KNOWLEDGE, SKILLS AND ABILITIES : Knowledge of both natural and cultural resource management; Knowledge of cultural traditions, historic practices and experiences; Knowledge of environmental education; Knowledge of Karst and Cave Management principles and practices related to endangered species habitat; Knowledge of invasive plant species management in relation to plant community and habitat restoration; Knowledge of native plant communities and natural landscapes; Knowledge of exotic/feral animal management techniques; Knowledge of general facility and grounds maintenance; Skill in using MS Word, Excel, PowerPoint, Access and Outlook; Skill in effective verbal and written communication; Skill in facility/equipment/grounds repair programs, repair techniques and trail maintenance; Skill in all phases of prescribed burning; Skill in utilizing Adobe Acrobat and/or ArcVIEW software; Skill in providing quality customer service in a courteous and professional manner; Skill in presenting environmental education programs; Ability to communicate courteously and effectively both verbally and in writing; Ability to perform assigned duties without continual supervision; Ability to work with others as a team and promote professionalism in the workplace; Ability to manage multiple, changing priorities in a fast-paced environment; Ability to train and lead staff, volunteers, and community service workers; Ability to plan and conduct natural resource surveys and inventories, compile study data, and prepare reports; Ability to develop a sound management program for the natural area's natural and cultural resources; Ability to effectively and properly present resource management topics to staff, volunteers and the general public; Ability to use personal computers in a Windows based environment using Microsoft Office, ARCVIEW, and other mapping software; Ability to use GPS unit and interface with personal computer; Ability to work in confined spaces; Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.; Ability to conduct work activities in accordance with TPWD safety program. WORKING CONDITIONS : Required to work in a public natural area with overnight camping and day use; Required to work 40 hours per week, includes various schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays; Required to perform work outdoors, occasionally in adverse weather conditions; Required to work in confined spaces i.e., caves; Required to work in and around natural, outdoor insects, animals, and poisonous plants; Required to perform manual labor including, lifting supplies and materials up to 50 lbs.; Required to travel 5% with possible overnight stays; Must conform to TPWD dress and grooming standards, work rules and safety procedures; Non-smoking environment in State buildings and vehicles.
