The County of Orange, Health Care Agency
is seeking a compassionate Psychiatrists to provide psychiatric medical and mental health services to mentally ill inmates within Adult Correctional Health Services (ACHS).
The ACHS program provides medical, dental, nursing, infection control, health education and pharmaceutical services at a community standard of care to all adult inmates in the County's five (5) correctional facilities and contracts with hospitals for inpatient and specialty care.
ACHS also provides mental health services including 24-hour emergency triage and crisis intervention, suicide prevention, treatment beds, individual and group therapy, substance abuse counseling, medication assessment and discharge planning to all adult inmates in the County's five (5) correctional facilities. Responsibilities of the position will include but are not limited to:
- Producing clear and concise health records, reports and correspondence, including the use of Electronic Health Records system
- Conducting psychiatric evaluations on inmates referred for examination and treatment
- Administering crisis management of violent and suicidal inmates
- Ordering and interpreting laboratory and other medical diagnostic tests
- Prescribing medication and monitoring for side effects and medication efficacy
- Providing oversight, consultation, training, and directing the work of Nurse Practitioners, Nurses, and other personnel assigned to work in a specialty area
- Collaborating with other members of the healthcare team to improve patient care

The ideal candidate will have experience working in a correctional type of setting and possess a valid Board Certification isued by the American Board of Psychiatry and Neurology. The ideal candidate will also demonstrate the following:Clinical Expertise and Knowledge of:
- Performing prevention, diagnosis and treatment of seriously mentally ill (SMI) patients
- Clearing patients from acute mental crisis (e.g. schizophrenia, affective disorder, anxiety disorder, substance abuse disorder, childhood mental disorder, and depression)
- Having the expertise in performing and estimating patient's dangerousness (e.g. suicidal, harm to others)
- Providing psychiatric emergencies, including life-support measures and stabilization of mentally ill patients
- Responding and managing patients experiencing mood swings, anxiety, anger, substance abuse, and other major mental illness
- Treating patients with addiction and drug withdrawal by recognizing all of the following:
- Emotional withdrawal symptoms
- Physical withdrawal symptoms
- Dangerous withdrawal symptoms
- Post-Acute withdrawal symptoms
Implementing psychiatric treatment guidelines to meet state and federal mandatesTestifying competently in courtDemonstrating thorough knowledge of the predictors of physical aggression in psychiatric patientsUnderstanding scope of practice, licensure and Board CertificationHaving familiarity with local, State and Federal standards as it relates to correctional settingUnderstanding and applying HIPAA (Health Insurance Portability and Accountability Act) guidelinesTraining with Electronic Health Records (EHR) systemUsing Microsoft Excel, Word, PowerPoint and Outlook proficientlyCommunication, Collaboration, Initiative and Safety:
- Preparing clear and concise medical and mental health records and reports
- Working collaboratively with law enforcement personnel within the facility, police agencies from the community, patient's families, court personnel, community hospital staff, and other County agencies such as Probation, Public Health Services, and hospitals
- Making sound judgments, actions or decisions to prevent injury/loss of life, financial loss personally and/or for the county, and public relations issues
- Being alert and mindful of personal safety and security while giving care to mentally ill patients
- Maintaining a positive attitude and effectively handle stress in dealing with difficult patients, patient's families and law enforcement personnel in a high stress environment
- Possession of a valid DEA (Drug Enforcement Agency) license for Controlled Substances Level II
- Applicants must have no felony convictions or be on any form of probation.
- Must be able to pass and maintain background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes; completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.).

Will be required to work in a locked facility with adult inmates and/or ICE detainees, and/or youth who are in protective custody/incarcerated youth, who have multiple and complex health, social and psycho-social needs; may work with inmates, ICE detainees, or youth who have communicable diseases and/or behavioral health issues; may be assigned to evening or night shift, assigned to work every other weekend, and to work holidays as needed as the institutions are a 24 hour, 7 day a week facilities and coverage is essential. The environment can also be noisy and at times chaotic, will be exposed to profanity and/or anti-social behavior. There is a no hostage policy for the Orange County Jail.
