Job Description


In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective July 1, 2022 - 3.5% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is open to the public and will be open for a minimum of five (5) business days, and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met.

This recruitment is being held to establish an Open eligible list to fill current and future Supervising Public Health Nurse II vacancies within Health Care Agency, Public Health Services until the next recruitment. This recruitment may also be used to fill positions in similar and/or lower classifications.

California Children's Services
California Children's Services (CCS) is a statewide program that provides authorizations for medical care, financial assistance, and medically necessary physical and occupational therapy services to children who meet the CCS eligibility criteria.

Community and Nursing Services
Public Health Nurses (PHNs) provide nursing services in the home and community, including case management, client advocacy, community resource information and assistance with accessing health care. Services are provided to all residents of Orange County who meet criteria regardless of financial status. PHNs provide services in a variety of programs that target specific populations and/or health needs including high-risk pregnant and post-partum women and teens, high-risk infants, children, adolescents, adults, and older adults who have chronic conditions with unmet health needs, foster children, and homeless individuals and families. PHNs also provide technical assistance to medical providers implementing State programs serving perinatal and pediatric clients.

Clinical Services Division
Clinical Services promotes the health and well-being of infants, children, adolescents, adults and families through service delivery within specialized medical and dental clinics, and provides prevention, care, and treatment services for STDs, HIV and tuberculosis (TB). Supervising Public Health Nurses may provide oversight of clinic staff and programs and/or provide direct supervision of PHNs and ancillary staff performing case management services.

Communicable Disease Control Division
Public Health Nurses assist with the investigation and treatment of reportable communicable diseases, including aerosolized and or food-borne illnesses to prevent the spread in the community.

The positions provide services during the normal business days (Monday through Friday) and may be assigned to work alternative hours, as needed.

As a Supervising Public Health Nurse II, the incumbent will demonstrate:
Ability to supervise and coordinate the delivery of public health nursing services in professional nursing unit(s) or clinical service(s) providing specialized or highly sensitive services with a County-wide impact OR unit(s)/clinic(s) where the services provided are highly complex and varied. Incumbents at this level are required to act with considerable independence and access to higher-level medical staff may not be readily available. Incumbents are expected to possess a broad range of nursing knowledge and expertise in order to supervise a subordinate staff, which includes positions with responsibility for complex, varied and/or highly specialized nursing functions. Due to the nature of the services provided, incumbents are required to interact frequently with the community and represent the Health Care Agency's views on a variety of sensitive issues.

The ideal candidate will have extensive knowledge, skills, and abilities in the following competencies:
Clinical Expertise and Knowledge | Experience
  • Health conditions affecting older adults, adult, adolescent, pediatric and prenatal populations with acute, chronic and/or communicable diseases
  • Principles of case management
  • Understanding of County, State, and Federal resources
  • Working with high-risk populations, e.g. conditions that require multiple medical coordination, clients with behavioral health problems and substance abuse issues
  • Federal and State funding programs (e.g., Medi-Cal, Targeted Case Management (TCM), Title XIX)
  • Health Insurance Portability and Accountability Act (HIPAA) guidelines
  • Electronic Health Record (EHR) systems
  • Microsoft Excel, Word, PowerPoint and Outlook proficiency
Leadership/Supervision | Managerial Skills
  • Supervising clinical staff and/or leading a team of clinical staff
  • Working collaboratively with Human Resource Services for training, performance evaluations, addressing performance issues, hiring, and retention of nursing staff
  • Maintaining standards of Public Health Nursing and ensuring that services rendered are in compliance with Federal, State and local laws and regulations, and establish policies, procedures and protocols of HCA and PHS
  • Mentoring staff and nursing students
Analytical and Critical Thinking
  • Analyzing and recommending revisions to program policies, procedures and protocols, to ensure compliance with State requirements and legal mandates
  • Conducting ongoing evaluation of effectiveness of services and initiating improvements by directing staff in continuous efforts to improve quality, productivity, and effectiveness
  • Adapting to changes according to the changing needs of the populations served and County operations
  • Determining and improving resolutions to client-related issues
Communication and Collaboration
  • Communicating clearly and effectively both orally and in writing
  • Participating in, and representing the program, division or service area on committees and subcommittees within the County and/or the community

Physical Requirements
Must have the body mobility to walk, climb stairs, reach, bend, twist, reach overhead and stoop; stamina to sit for a prolonged period of time (up to one hour); strength to lift and carry or push and pull objects such as boxes of nursing supplies or audiovisual equipment, which may weigh up to 25 lb.; manual dexterity to grasp, manipulate / operate small objects and precision instruments such as, but not limited to, giving injections without limitations or restrictions and taking pulse and blood pressure readings; fine motor skills and fine touch to palpate and discern skin induration and rashes; vision sufficient to read thermometers and calibrated measuring instruments, labels on medications, and the bevel of a needle; hearing for normal conversations and auscultation using a stethoscope; ability to work in diverse environments; and the ability to drive a car.
Environmental Conditions
Will be required to work in clinic environment; wear protective equipment/clothing as required by protocol; may work with patients who have a communicable disease; may be assigned to evenings, weekends and/or holidays.
