FACILITIES PLANNING DEPARTMENT, INFORMATION TECHNOLOGY SECTION, APPLICATION SERVICES GROUP, JOINT ADMINISTRATION OFFICE, WHITTIER

ESSENTIAL FUNCTIONS: To perform complex and technical analyses, design, programming, and support for Geographical Information Systems.

JOB SUMMARY:
Under the direction of a Senior Systems Analyst or higher classification, the incumbent will design, create, update and maintain GIS software applications and system integrations using a variety of programming languages; provide functional and technical support for third-party GIS applications; provide support for the GIS workgroup and spatial data customers; provide technical assistance in resolving application problems; consult with vendors to resolve software and hardware problems; perform relational data modeling of spatial and non-spatial databases; collect project requirements; complete application system analyses and designs; perform business process modeling; maintain browser-based application systems; prepare formal application requirements and design documents; investigate potential solutions to complex technical problems; evaluate hardware and software requirements; evaluate and recommend third-party packages; research new and current technologies and provide recommendations for replacements of platforms, methodologies, systems, and applications; facilitate meetings with various customer groups; provide technical training; and perform related duties as required.

MINIMUM QUALIFICATIONS

Candidates must possess a valid California Class C driver license; - AND - A bachelor's degree in computer science or a closely related field from an accredited college or university; - AND - One year of experience as a Programmer Analyst with the County Sanitation Districts of Los Angeles County; - OR - Four years of related experience installing, configuring, monitoring and maintaining complex computer network and telecommunication systems ; - OR - four years of related experience in applications design and programming analysis support . A master's degree in computer science or a closely related field may be substituted for one year of the required experience. For Systems Analyst II: One year of experience as a Systems Analyst I at the County Sanitation Districts of Los Angeles County or two years of professional-level experience performing duties equivalent to a Systems Analyst I.

DESIRABLE QUALIFICATIONS: Two years of experience administering and developing with Esri ArcGIS technology such as ArcGIS Desktop, ArcGIS Pro, ArcSDE, ArcGIS Server, Portal for ArcGIS, ArcGIS Online, ArcGIS Web AppBuilder, ArcGIS Experience Builder, Operations Dashboard for ArcGIS, ArcGIS Survey123, ArcGIS AppStudio, ArcGIS Field Apps, ArcPy, ArcGIS API for Python, ArcGIS API for JavaScript, ArcGIS REST API, and ArcObjects; Experience with: Python; Arcade; JavaScript; TypeScript; React; C#; Microsoft T-SQL; Oracle PL/SQL; Node.js; GIS in the utility industry; Esri Geometric and Utility Network data structures.

EXAMPLES OF ASSESSMENT CRITERIA

The competitive selection process may cover a knowledge of : Fundamentals of Geographic Information Science; current GIS technology and its applications; web GIS; the principles of systems analysis and design; programming techniques; relational database design and normalization; Information Technology standards and procedures; methods and procedures of program and system documentation; the Software Development Life Cycle. The ability to : Analyze the computing needs of customer groups and recommend solutions; analyze, design, and document systems and procedures; provide instruction to others; organize and coordinate the work of project groups; communicate clearly and effectively both orally and in writing; coordinate and change priorities between concurrent work assignments.
