DESIGNER I, II, III - SEWER DESIGN

LOCATION:
ENGINEERING DEPARTMENT, SEWER DESIGN SECTION, JOINT ADMINISTRATION OFFICE, WHITTIER

ESSENTIAL FUNCTIONS:
To use Computer Aided Design (CAD) technology and/or a Geographical Information System (GIS) to perform increasingly more difficult conceptual design layouts and to prepare and maintain construction plans and engineering-related drawings, GIS and relational databases, 3D laser scan extractions, 3D/BIM models, and sketches in various disciplines including sewer design, civil, structural, architectural, electrical and mechanical.

JOB SUMMARY:
Under the general supervision of a Supervising Designer and the technical direction of Project Designers and Engineers, the incumbent will use multiple CAD systems to create 2D and 3D design models and layouts of moderate to difficult sewer improvements and yard piping systems for pumping plants from initial concept to final design; prepare contract drawings including plans, profiles, cross sections, graphic illustrations, and maps; solve mathematical problems to accurately complete drawings; review and recommend modifications to engineering plans and diagrams; generate material take-offs; perform field inspections to resolve design problems; prepare layouts of existing conditions utilizing in-house record drawings, surveys, CAD files, point clouds and image files; calculate grade and stationing of proposed roads, buildings, equipment, and pipeline and duct bank alignments; perform technical and statistical calculations; use peripheral equipment such as a scanner or plotter to produce graphic representations of designs for review by engineering staff; and perform related duties as required.

MINIMUM QUALIFICATIONS

Candidates must possess a valid California Class C driver license; -AND- For DESIGNER I: one year of experience performing CAD and/or GIS related work -OR- completion of two related courses (at least 6 semester units) from an accredited college or university in Engineering Design Drafting or GIS may be substituted for the required experience. For DESIGNER II: three years of experience performing duties equivalent to a Designer I; completion of related courses from an accredited college or university in Engineering Design Drafting or GIS may be substituted for the required experience where 12 semester units is equivalent to one year of experience and a maximum of 18 semester units may be substituted for 1.5 years of experience. For DESIGNER III: two years of Districts' experience performing the duties of a Designer II -OR- Five years of outside experience performing advanced level design work.

DESIRABLE QUALIFICATIONS:
Knowledge of MicroStation, GIS, models, databases, survey, trigonometry, plan and profile drafting, substructure drawings and right of way drawings.

EXAMPLES OF ASSESSMENT CRITERIA

The competitive selection process may cover a knowledge of : basic engineering principles, and uses of algebra, geometry, trigonometry and technical drawing; nomenclature, symbols, techniques and instruments used in engineering design and layout; basic design and drafting techniques; the verification process for drawing asbuilt field conditions; and basic building and engineering codes in the assigned The ability to : perform CAD work and basic conceptual design layout for segments of engineering design projects; make technical calculations; translate verbal ideas and sketches into preliminary through final drawings and engineering plans. The DESIGNER II level may cover a knowledge of : Principles of engineering design, including plan checking; principles and uses of algebra, geometry, trigonometry and technical drawing; nomenclature, symbols, techniques and instruments used in engineering design and layout; verification of drawings for as-built field conditions, understanding of field surveys; construction practices and materials; and knowledge of building and engineering codes in the assigned area of specialization. The ability to: Perform increasingly more advanced CAD work and basic conceptual design layout for segments of engineering design projects; make complex technical calculations; perform material take-offs and assist in cost estimates; translate verbal ideas and sketches into preliminary through final drawings and engineering plans. The DESIGNER III level may cover a knowledge of : Advanced principles of engineering design; advanced techniques, methods and equipment used in specialized design and layout; structural/architectural, civil, mechanical, and or electrical systems, principles of sanitary landfill, sewer system and treatment plant construction; engineering principles and calculations used in the applicable discipline; engineering mathematics; and all applicable building and engineering codes in the assigned area of specialization. The ability to : Design and layout a segment of a complex engineering project; perform complex mapping, moderately difficult initial concept, and detailed design work; and analyze field engineering and survey data.

SELECTION PROCESS:
