Performs professional and technical work in the Information Systems Division of the Partnership Health Center (PHC) Department. Provides expertise in information technology, including software, hardware, and infrastructure, and supervises staff.

Representative Examples of Work

Manages a staff of professional and technical personnel involved in network design, infrastructure, PC hardware and software support. Provides supervision, professional guidance, and development for the PHC Information Services staff.

Supervises professional and technical employees including hiring, employee development and training, scheduling, performance management, evaluation and discipline of employees.

Assists in directing the overall information systems technology for the PHC, providing leadership and direction for all PHC departments in information systems. Assists in developing and administering comprehensive policies and programs for information services.

Assists in managing the infrastructure necessary to provide information systems solutions for PHC and the public. Assists in the development, implementation and administration of a comprehensive information systems plan including evaluating system needs for internal departments and external agencies that need access to PHC's data, capacity planning, cyber security, evaluating new systems, hardware and software.

Serves as the technical expert on a variety of computer system issues. Provides consultation and guidance to department heads, supervisors and employees and meets with all departments to find cost effective solutions to their business problems.

Assists in the establishment and maintenance of PHC information technology standards, policies and procedures. Reviews policies, procedures and actions of departments for compliance with applicable laws, rules and policies relating to business practices that are done on automated systems.

Assists in the development of Information Services division budget and Capital Improvement Plan budget for information technology. Oversees and manages expenditures to meet strategic goals.

Represents PHC at conferences and policy setting meetings. Serves on various committees and teams in and for PHC. Attends meetings on behalf of the department or in place of the Director of Infrastructure as required.

Serves as Project Coordinator for projects that involve the Information Technology Division. This includes project coordination including communication and schedule management, coordinating meeting, materials, and assisting project team members.

Performs related work as required.

Minimum Qualifications

An equivalent combination of education and experience may be considered.

EDUCATION: Bachelor's degree required. Degrees best suited to this position are computer science and business administration with computer emphases.

EXPERIENCE: Requires three years of progressively responsible experience in information systems management and employee supervision. Microsoft, Cyber Security, or Networking certifications desired.

Special Requirements: Must be able to pass a criminal background check. Requires immunizations or proof of immunity to certain infectious diseases and a TB test. New employees will be asked to volunteer vaccination status for required vaccines upon hire and will be offered assistance during hiring to receive necessary immunizations. Physical/Environmental Demands

Work is primarily performed in an office or meeting room setting. Requires attendance at off-site meetings. May require lifting and carrying computer equipment using carts or people assists (50#). Requires travel to all PHC office locations. The work is performed in a medical office setting and may expose the employee to communicable diseases.
