Position Information

The California State University, Office of the Chancellor, is seeking a HR Payroll Systems Support to support a broad range of systemwide payroll-related projects and tasks. This position will have access to confidential employment/payroll data as well as information pertaining to collective bargaining. Detailed information is provided under Section IV.

This position is with the California State University, Office of the Chancellor, headquartered in Long Beach, CA. However, this position is a part of a team that primarily works out of the State Controller's Office (SCO) located in Sacramento, CA. While this team primarily works in the Sacramento area, occasional on-site meetings are required at the Long Beach headquarters. The successful candidate may be eligible to telecommute. Both the Chancellor's Office and the SCO provide temporary workspaces known as "hoteling spots" which are readily available as needed.

Responsibilities

Under the general direction of the Senior Manager, Human Resources Data Operations & Payroll System, the HR Payroll Systems Support will:

-Serve as a contact for systemwide payroll-related inquiries. Assists Senior Manager, HR Data Operations and Payroll Systems and other team members in analyzing, researching, and responding to inquiries from other CO systemwide departments, campus staff and various State Controller's Office (SCO) staff on a wide range of CSU policy items and collective bargaining provisions that impact payroll processing and the employment history and payroll systems.

-Assist the Senior Manager, HR Data Operations and Payroll Systems and other team members in the preparation of correspondence and coded memo communications concerning systemwide payroll matters.

-Update, maintain and coordinate payroll-related online content (HRM Payroll Resources web pages, Payroll Managers' SharePoint Site and Listserv, CSU-specific information in the SCO's Payroll Procedure Manual, Data Element Dictionary, and future Employment Transaction Manual projects).

-Responsible for preparing Pay Letters/coded memo communications and other salary-related communications to the campuses (e.g., pertinent SCO communications).

-Coordinate PIMS (Personnel/Payroll Information Management System) Manual updates with HR Data Operations and the SCO to ensure that PIMS provides current and accurate information on employment history PIMS processing requirements.

-Provide support in preparation of cyclical and project oriented coded memos and reports that impact systemwide payroll and coordinate distribution in accordance with prescribed timelines. Cyclical projects include salary increase updates/implementations, annual "Table of Workdays" Deficit Hour Reconciliation reporting, annual Jeanne Clery and Fire Safety Notices, Academic Year Calendar processing, and the annual 401(a)(17) CalPERS & PEPRA retirement limits notifications.

-Utilize CIRS database to extract employment history and payroll information from the PIMS system to respond to a variety of campus and department staff inquiries.

-Responsible for participating in and scheduling HRM and Labor meetings and preparing meeting documents (e.g., agendas and meeting summaries) as it relates to collective bargaining.

-Responsible for gathering and documenting all department procedures working with the department subject matter experts.

-Responsible for participating and assisting in the planning and coordination of the annual Benefits and Payroll Managers' conference.

-Support and participate in Payroll Managers meetings and other payroll-related webcasts, e.g., prepare announcements, documents, and materials, and schedule meetings.

-Participate in committees and workgroups such as EHDB Standardization, HR Business Processes, and CHRS committees.

-Assist on special projects as assigned.

Qualifications

This position requires:

-Bachelor's degree in a related field or equivalent combination of education and work experience is required.

-Two to four years of experience working in a highly professional capacity with demonstrated comprehensive experience and knowledge of HR systems and payroll processing.

-Minimum two years of experience in a human resources environment in a complex organization to include human resources project management, information, and reporting.

-Strong research, analytical and technical skills.

-Strong professional and effective verbal and written communication skills. Thorough knowledge of English grammar, spelling and punctuation required.

-Excellent organizational and project management skills.

-Demonstrate proficient knowledge of standard office software, database applications, and possess the ability to develop skills necessary to effectively use new software applications.

-Demonstrate initiative in troubleshooting, problem solving, and possession of critical thinking skills.

-Work in a complex environment with multiple priorities. Must coordinate multiple tasks simultaneously and independently set priorities.

Responsibilities

Under the general direction of the Sr. Manager, Data Operations and Payroll Systems, the HR Programmer/Analyst will perform tasks and duties as follows:

Operations/Applications Maintenance and Support - 25%

-Responsible for updating and maintaining CSU payroll-related applications, e.g., Production Menu, Pay Scales Entry and Salary Schedule update process.

-Develops new applications and processes as needed.

Web Application Development and Support - 20%

-Responsible for redesign and maintenance of the CIRS website/User Manual on CSU SharePoint.

-Responsible for maintaining and updating the CIRS Data Element Dictionary, and other manuals as needed using the appropriate tools on CSU SharePoint.

-Ensures that web projects and pages are ADA compliant and follow approved CSU, Chancellor's Office formatting standards and guidelines.

-Provides technical advice to Human Resources Management on web pages.

Programming and Data Processing - 20%

-Assists in reviewing production jobs on the state mainframe and reports to ensure the jobs run properly and contain no errors.

-Responsible for production verification tasks such as checking mainframe production files for errors, running reports, and transferring union and outside vendor files.

-Responsible for supporting system wide salary implementations by reviewing union salary proposals to ensure employee pay can be successfully processed by the State Controller's Office Payroll System and assisting in the programming/analysis of the implementation as needed. Incumbent is part of the Human Resources Management (HRM) team that supports labor relations during negotiations.

Operations Documentation, Systems Security and Employment Data Dissemination - 15%

-Ensures that procedures in the department are documented in accordance with departmental procedures protocol. Documents new procedures or updates existing departmental operational processes and procedures.

-Responsible for the update and maintenance of the Payroll Information Management System (PIMS) Transaction Statistics, campus agency code reports, and related Payroll Resources pages as needed.

-Compiles, maintains and disseminates confidential employment and salary data within HRM for the purpose of supporting union negotiations. Participates in HRM and Labor meetings by analyzing data requests in response to union negotiations.

-Responsible for supporting system wide salary implementations by being part of the HRM team that interprets salary union contract language for payroll system impacts, reviews salary-related technical letters for accuracy and works with campuses to ensure salary programs are processed accurately.

Provide CIRS (Campus Information Retrieval System) Support - 15%

-Provides system wide support to resolve inquiries and report requests, typically initiated through the CIRS hotline or through labor relations data requests as part of union negotiations.

-Responsible for administering the annual CIRS security certification.

-Responsible for processing and maintaining CIRS user access.

-Assist with the monthly billing process (e.g., process files and monitor system rate changes).

-Provide support for the California State payroll System (CSPS) project.

-Provide support for the Common Human Resources System (CHRS) project.

In-House Technical Support - 5%

-Aid and support the HR Data Operations and Payroll unit.

-Work with the Chancellor's Office IT (Information Technology) Support unit as needed to support HR Data Operation's IT (Information Technology) Infrastructure.

-Serves as the department property coordinator for the Sacramento satellite office. Maintains a list of CSU-owned equipment and ID tags, if appropriate (e.g., computers, copier, printer, etc.). Completes department inventory process on an annual basis.

-Other duties and projects as assigned.

Qualifications

This position requires:

-A Bachelor's degree or equivalent years of experience in a related field. A minimum of 1 - 2 years of computer programming experience. Experience in developing PC applications, web pages and data driven web-based applications.

-The ability to analyze data, comprehend and interpret appropriate computer language and program in the appropriate computer language.

-Excellent organizational and project management skills.

-Demonstrate proficient knowledge of standard office software, database applications, and possess the ability to develop skills necessary to effectively use new software applications.
