Job Description

The Position

The City of Riverside is accepting applications for the position of Fire Safety Inspector I and Fire Safety Inspector II in the Prevention Division of the Fire Department. The eligibility list established may be used to fill any current and/or upcoming vacancies within this classification for up to six (6) months.

Candidates applying for this position will be evaluated based on their education, skills, and experience to determine whether they qualify for the Fire Safety Inspector I or II level position.

Fire Safety Inspector I
$27.81 - $33.81 Hourly
$57,852.00 - $70,320 Annually


The Fire Safety Inspector I, under close supervision, will conduct a variety of fire safety education, inspection, and enforcement duties in compliance with Fire, Building, government codes, City regulations and laws; and will do related work as required.

Fire Safety Inspector II
$32.20 - $39.13 Hourly
$66,984.00 - $81,396 Annually


The Fire Safety Inspector II, under general supervision, will perform a variety of fire safety education, prevention, inspection, and enforcement duties in compliance with Fire, Building, government codes, City regulations and laws; and will do related work as required.

Work Performed
Duties assigned to the Fire Safety Inspector I:
  • Interpret local and State fire safety codes, inspection and investigation techniques and procedures, and a variety of technical data concerning building design and construction, and fire extinguishing and alarm systems and equipment.
  • Conduct and participate in fire safety surveys and inspections locating and identifying existing or potential fire safety problems and recommending appropriate safety measures and devices.
  • Participate in fire safety education programs, including preparation and distribution of informational materials and presentation of programs to interested or target groups.
  • Perform selected code enforcement work including issuance of violation notices and citations, interpreting and explaining routine provisions of fire safety codes, and issuing and explaining permit applications.
  • Perform research, maintain records of inspections, and prepare inspection reports for review.
  • Respond to complaints and requests for information from the public.
  • Keep abreast of emerging trends and practices in all aspects of fire safety.
Knowledge of:
  • Basic principles and practices of fire safety education, inspection, and enforcement work.
  • State and local fire and life safety codes, standards, and policies.
  • Public relations techniques and practices.
Ability to:
  • Understand, and interpret fire safety codes and regulations.
  • Effectively apply fire prevention and fire investigation methods, practices, and techniques.
  • Complete data and information, maintain records, and prepare correspondence and reports.
  • Understand and execute oral and written directions and provide effective oral and written direction.
  • Establish and maintain effective working relationships with other City employees and those contacted in the course of work.
  • Understand procedures and techniques used in various kinds of construction.
  • Work overtime as required.

Duties assigned to the Fire Safety Inspector II:
  • Participate in public information/fire safety education activities; prepare pamphlets, brochures, and other materials; give presentations and demonstrations.
  • Inspect commercial, residential, educational, institutional, public assembly, and selected industrial buildings and facilities to determine compliance with fire and life safety codes, standards, and regulations, including hazardous materials disclosure and enforcement.
  • Follow up on fire code violations found by Suppression Division inspections to verify, or obtain, compliance.
  • Compose and issue written correspondence, notices, and citations; keep records of inspections and preparing specific documents and reports.
  • Issue and explain permit applications and requirements.
  • Manage and maintain control of security locking systems and devices for emergency access to specific public and private buildings.
  • Investigate public complaints concerning fire safety and respond to requests for service and assistance.
  • May participate in the compliance review of building plans and construction.
  • Keep abreast of emerging trends and practices in all aspects of fire safety.
Knowledge of:
  • Principles and practices of fire safety education, inspection, and enforcement work.
  • Fire, life safety, electrical, mechanical, and building codes and standards; Titles 19 & 24 of State codes; Health and Safety Codes; and National Fire Protection Association (NFPA) standards.
  • Manufacturer's installation instructions for equipment and systems for industrial and commercial applications.
  • Common hazardous materials, fire safety, building, and electrical hazards.
  • Hazardous material California Environmental Reporting System (CERS) operations.
  • Fire detection and extinguishing systems, equipment, and appliances.
  • Organization and functions of a municipal fire department, and relationship of other municipal departments.
  • Public relations techniques and practices.
Ability to:
  • Understand and interpret fire, life safety, and building codes and standards; Titles 19 & 24 of the California Code of Regulations, NFPA standards and manufacturer's installation recommendations and directions.
  • Detect common fire safety hazards and code violations and determine proper safety measures.
  • Apply hazardous material inspection techniques and perform inspections until compliance is met.
  • Compile and tabulate information and data; maintain written and computerized records of inspections; prepare inspection reports and correspondence.
  • Speak effectively and conduct presentations to groups and audiences.
  • Express ideas clearly and concisely, verbally and in writing.
  • Provide testimony in a court of law relating to fire hazard violations.
  • Understand and execute oral and written directions and provide effective oral and written direction.
  • Establish and maintain effective working relationships with other City employees and those contacted in the course of work.
  • Exhibit appropriate and professional conduct.
  • Work overtime or shifts as required.


Qualifications

Recruitment Guidelines:

Fire Safety Inspector I:
Education: High School graduation or satisfactory equivalent (GED), preferably supplemented by at least one college level course in Fundamentals of Fire Prevention, Fire Protection Equipment and Systems or closely related coursework.

Experience: Two years of experience in fire, zoning, land use, insurance related inspection work, building construction, municipal firefighting, or related field.

Necessary Special Requirements
Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
Possession of a Certificate of Completion for PC-832 (Arrest and Procedures) training within one year of employment.

Fire Safety Inspector II:
Education: High School graduation or satisfactory equivalent (GED), supplemented by at least one college level course in Fire or Building Inspection, Code Enforcement, Hazardous Materials, Fire Protection Systems and Building Components, or closely related coursework.

Experience: Two years of full-time experience performing fire inspection, prevention, building inspection, code enforcement, municipal firefighting, or related field.

Necessary Special Requirements:
Possession of, or ability to obtain, an appropriate, valid Class "C" California Motor Vehicle Operator's License.

Possession of a Certificate of Completion for PC-832 (Arrests and Procedures) within one (1) year of employment.*

Possession of State Fire Marshal (SFM) certification as Fire Prevention Officer I, or Fire Inspector I or certification as a Fire Code Inspector from the International Conference of Building Officials (ICBO), or certification as a Fire Inspector II from the International Code Council (ICC) within one (1)year of employment

Possession of State of California certificates for the 24 hour HAZWOPER FRA course and the California Aboveground Petroleum Storage Act (APSA) course within one (1) year of employment.
