Budget Planning & Administration is a dynamic environment, which serves as the central budget office for the campus and provides interaction with a variety of constituents. Reporting to the Associate Vice President of Budget Planning & Administration (AVP), the Finance Budget Analyst (Administrative Analyst/Specialist - Exempt II) performs various processes/projects and develops a thorough understanding of campus funds, budgeting, financial information, and reporting. This position supports the University Budget Advisory Committee and supports the AVP in planning, coordinating, and implementing the annual campus budget process. In addition, this position works closely with the Chancellor's Office and campus enterprise units to produce financial plans required for capital projects and reporting requirements. The incumbent collaborates with internal staff and with various campus colleagues to find solutions to issues, trains others on various procedures or campus reporting, and acts as backup to other Finance Budget Analysts, and as needed. This position will also be one of the lead employees managing the position management efforts for the campus.FLSA

Administration & Business Affairs at Sacramento State is one of the University's chief support divisions, providing integrated and comprehensive administrative, business, financial, operational and logistical support services to students, faculty and staff.
In addition, ABA encompasses planning, operation and maintenance services for the campus facilities and environment, which includes major responsibility for capital construction projects, as well as police and safety services for the campus community. Minimum Qualifications
Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs. Required Qualifications
Must be comparable to the Minimum Qualifications, appropriate to the skill level of the position, and would allow an incumbent to satisfactorily perform the Essential Functions of the position.
- Bachelor's degree in Business Administration or related field, with a concentration in public or business administration, Accounting, or Finance and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
- Progressively responsible experience in budgeting, financials, and/or accounting related fields.
- Experience with automated financial systems, complex spreadsheets, databases, and/or database query tools.
- Excellent organizational, prioritization and multi-tasking skills, with the ability to work under pressure and meet deadlines.
- Strong analytical and problem-solving skills (i.e. complex financial and data analysis, multiple fund sources).
- Proficiency using standard office software programs (e.g. Microsoft Word, Excel, PowerPoint, Access, and Outlook calendar/email) in a Windows Operating System environment.
- Strong communication skills.
- Excellent interpersonal and customer service skills, with the ability to consult, advise and train others (e.g. present and explain budget topics to various constituencies).
- Ability to monitor and reconcile financial activity, as well as make financial projections and prepare related reports (e.g. budgeting and reconciliation for capital projects, multiple fund sources).
- Ability to work independently and collaboratively in a diverse environment.

11. Experience in a higher education environment, a California public agency, or the California State University institution.
12. Experience using CMS/CFS (Common Management System - Financials, HR) or other similar software enterprise systems.
13. Experience using and managing the Tableau software tool.
14. Experience in Position based budgeting and position management.
