Under the general direction of the Manager of Aviation Marketing and Communications, facilitates the execution of strategic and tactical plans to attract all airlines to the OAK market and to increase flights in domestic and international markets and exercises supervision over assigned staff.
Examples of Duties: Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.

  • Oversees the work of hired consultants; writes consultant contracts; communicates the airport's marketing strategy to the consultants; approves/ disapproves expenditures made by consultants; and, composes and submits letters to the Board of Port Commissioners for approval of consultant contracts.
  • Assigns, directs and evaluates assigned professional and support staff.
  • Develops graphics, brochures, and collateral material for use at airline meetings and conferences.
  • Analyzes, develops, implements, and evaluates airport communications programs to create and maintain a positive image for the Airport among its constituents.
  • Acts as a customer advocate by addressing such issues as complaints about services, complaints about the impact of construction and expansion programs at the Airport, and concerns from Airport neighbors about the impacts of Airport operations.
  • Provides analytical reporting in support of the execution of short- and long-range market strategies and strategic initiatives toward achieving specific market objectives.
  • Prepares reports and participates in passenger and cargo carrier sales calls.
  • Reports routinely on traffic trends locally, globally and domestically.
  • Develops and presents business case presentations to airline staff.
  • Directs and oversees contract consulting firms and authorizes expenditures.
  • Manages the preparation of budget requests and business plans and administers approved departmental budget.
  • Interviews, selects, supervises, develops, counsels and if necessary, terminates subordinates in accordance with established policies.
  • Performs other related duties as assigned.

Minimum Qualifications: EDUCATION AND EXPERIENCE

This position requires education and experience reflecting possession of the required knowledge and skills. A typical combination would include graduation from an accredited college or university with a Bachelor's degree in communications, marketing, public relations, journalism, business administration or a related field plus five years of demonstrated experience in work directly associated with airline route economics, including route planning experience at an airline, as an airline or airport consultant, or similar experience in the Aviation industry. An equivalent combination of education and experience may be considered.


To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required.

Knowledge of:
  • The principles and practices of marketing and advertising.
  • Public and media communication principles and practices.
  • The operations of airports, and airlines including the fundamentals of the commercial air transport industry.
  • The principles and practices of supervision.
  • Domestic and international airline passenger and air cargo operations and network decision- making processes to effectively represent the airport with airlines.
  • Research methods and practices and relevant sources to gather data for tracking and analysis.
  • Principles of passenger and air cargo carrier route planning to prepare proposals and presentations for current and potential TPA carriers.
  • Principles of graphic design.
  • Aviation regulatory affairs and airport airline use agreements.

Ability to:
  • Translate the goals of the marketing department into key advertising messages to subordinate staff and consultants.
  • Track and analyze data and prepare computerized presentations using a personal computer, including word processing, spreadsheet, database, and presentation software.
  • Analyze a variety of demographic, psychographic, and travel propensity data and create spreadsheets regarding same.
  • Develop sophisticated cost comparisons using spreadsheets with formulas and lookup tables.
  • Prepare visually-pleasing world-class marketing materials that support the Airport's brand strategy.
  • Work under pressure, completing work in an accurate manner while meeting conflicting deadlines and schedules which are often set by others.
  • Work independently within established guidelines.
  • Effectively communicate orally and in written form with those contacted in the performance of required duties.
  • Utilize a personal computer as well as spreadsheet, database, and word processing applications.
  • Effectively manage and evaluate the work of consultants.
  • Establish and maintain effective working relationships with those contacted in the performance of duties and to work as a team.
  • Communicate effectively in oral and written format to prepare and present presentations to airlines.
  • Exercise sound independent judgment within general policy guidelines.
  • Work under deadlines and coordinate several concurrent assignments.
  • Work with minimum supervision.

Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail). Applications submitted without the completed supplemental questionnaire will be deemed incomplete and not given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage.Only the most suitably qualified candidates will be invited to Stage II.

Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test your overall aptitude for the position.

Candidates must achieve a scale score of 70 or more on this examination to be placed on theeligible list for employment consideration . The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.

Additional Requirements: Must possess a valid California Class C driver's license at the time of and for the duration of appointment.

Must be available for on-call duty as required on emergency situations or to ensure uninterrupted Port operations.

This Airport specific classification requires each incumbent to complete and pass a Transportation Security Administration/Federal Aviation Administration (TSA/FAA) 10-year employment history verification, which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position. This status must be maintained for the duration of employment at the airport.
