SYSTEMS ANALYST I, II - Industrial Waste

The Sanitation Districts are a non-civil services public agency with over 1,700 employees. To perform complex and technical analyses, design, programming, and support for Information Technology computer systems.

Under the direction of a Senior Systems Analyst or higher classification, the incumbent will administer, maintain, and support various software application systems used by the Industrial Waste Section; perform integration support and development for Industrial Waste software applications; perform inventory control, upgrade and maintenance of Industrial Waste mobile devices; coordinate the administration of Industrial Waste application servers; perform complex report and dashboard development; relational data modeling; collect project requirements; complete application systems analyses and designs; perform business process modeling; maintain application systems; prepare formal application requirements and design documents; investigate potential solutions to complex technical problems; evaluate and recommend third-party packages; provide technical assistance in resolving application problems; consult with vendors to resolve software problems; research new and current technologies and provide recommendations for replacements of platforms, methodologies, systems, and applications; facilitate meetings with various customer groups; create and maintain software programs using a variety of programming languages; provide technical training; and perform related duties as required. The position will reside within the Information Technology Section, but project management, task assignment and work prioritization will be provided by the Industrial Waste Section.


Candidates must possess a valid California Class C driver license; - AND - A bachelor's degree in computer science or a closely related field from an accredited college or university; - AND - One year of experience as a Programmer Analyst with the County Sanitation Districts of Los Angeles County; - OR - Four years of related experience installing, configuring, monitoring and maintaining complex computer network and telecommunication systems; - OR - Four years of related experience in applications design and programming analysis support. A master's degree in computer science or a closely related field may be substituted for one year of the required experience. For Systems Analyst II: One year of experience as a Systems Analyst I at the County Sanitation Districts of Los Angeles County or two years of professional-level experience performing duties equivalent to a Systems Analyst I.

Experience with: Web-based enfoTech Internet POTW Administration and Compliance System(iPACS); Crystal Reports; Magellan BI & Reporting; Java application development; Apache Struts framework; web services; JavaScript; XML; Microsoft T-SQL; Oracle PL/SQL; and query optimization.


The competitive selection process may cover a knowledge of : The principles of systems analysis and design; interface design; standard methods and programming techniques; relational database design; Information Technology standards and procedures; methods and procedures of program and system documentation; the Software Development Lifecycle. The ability to : Analyze the computing needs of customer groups and recommend solutions; analyze, design, and document systems and procedures; provide instruction to others; organize and coordinate the work of project groups; communicate clearly and effectively both orally and in writing; coordinate and change priorities between concurrent work assignments..
