What’s The Role?

Working as an Engineering Technical Specialist, you can expect to provide direction, guidance, training, and assistance to employees: coordinate daily work activities; organize, prioritize, and assign work; monitor status of work, inspect completed work, and troubleshoot problem situations. Ensure compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures: ensure adherence to established safety procedures; monitor work environment and use of safety equipment to ensure safety of employees and other individuals; initiate any actions necessary to correct deviations or violations. Consul with Public Services Department management staff, other Town departments, or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; coordinate work activities with those of other departments, contractors, consultants, outside agencies, or others as needed. Perform project management functions and provide engineering support for various projects of the Public Services Department. Assist with development of long/short range plans: make recommendations regarding paving projects and new/expanded infrastructure; develop long-term safety programs. Maintain financial control of assigned projects: prepare project cost estimates and alternatives; monitor expenditures. Coordinate safety program and serves as Department Safety Coordinator: Coordinate paving program and serves as paving contract coordinator. Coordinate sewer infiltration/inflow (I&I) program: coordinate daily activities of sewer I&I crew members; analyze interprets I&I data to recommend system improvements or repairs. Assist in establishing and maintaining departmental resource library and infrastructure records. Prepare or complete various forms, reports, correspondence, cost estimates, budget documents, purchase requisitions, bid specifications, inspection reports, laboratory reports, work orders, sewer infiltration/inflow reports, maps, maintenance records, training reports, presentations, spreadsheets, graphs, or other documents. Job Description

ESSENTIAL FUNCTIONS

Provides direction, guidance, training, and assistance to employees: coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work, inspects completed work, and troubleshoots problem situations.

Consults with Public Services Department management staff, other Town departments, or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; coordinates work activities with those of other departments, contractors, consultants, outside agencies, or others as needed.

 

Performs project management functions and provides engineering support for various projects of the Public Services Department, including environmental, water, sewer, streets, drainage, and sanitation projects: coordinates safety, paving, oil/grease, global positioning system, and sewer infiltration/inflow programs within the Public Services Department.

 

Plans, organizes, develops, conducts, and evaluates research projects relating to assigned projects: compiles/interprets data and prepares studies, reports, and recommendations for use in making decisions and in developing proposals for programs, grants, services, services, budget, or equipment; conducts research of department files, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.

 

Assists with development of long/short range plans: makes recommendations regarding paving projects and new/expanded infrastructure; develops long-term safety programs.

 

Maintains financial control of assigned projects: prepares project cost estimates and alternatives; monitors expenditures to ensure compliance with approved budgets; assists with preparation of project specifications, equipment quotations, and annual bids.

 

Initiates actions to improve department operations and efficiency: evaluates work procedures, schedules, and work flow; monitors project/program activities to ensure compliance with established deadlines; evaluates and recommends policies and procedures to improve efficiency and effectiveness of department operations; develops/updates functional or operational manuals outlining established methods of performing work in accordance with departmental and Town policy.

 

Coordinates pretreatment program for oil and grease: develops program to monitor restaurants and to ensure compliance with oil/grease guidelines; inspects restaurants and reports findings; inspects sewers to identify grease plugs which may cause backups and surcharges; responds to health concerns of raw sewage flowing in streets and waters.

 

Coordinates global positioning system (GPS) mapping program: utilizes GPS system in field to locate and map infrastructure such as sewer manholes, drain manholes, inlets, outlets, water vales, and other structures; collects data for use in infrastructure maintenance, control of water pressure, design of future system expansions, or other purposes; assists with preparation of maps, databases, and comprehensive plans relating to sanitary sewer, water, storm drainage, street system, and drainage; coordinates use of GPS equipment, scanner, or maps with other departments.

 

Coordinates safety program and serves as Department Safety Coordinator: works to protect the health/safety of citizens/employees and to protect the Town from lawsuits; sets up safety programs for department employees; provides ongoing safety training, makes presentations, and prepares training reports; develops and updates safety manuals and work methods; monitors confined space entry procedures; responds to all departmental accidents and serves as contact person for all parties/organizations.

 

Coordinates paving program and serves as paving contract coordinator: works to improve Town roads and ensure quality of road work conducted by contractors; inspects and evaluates roads for annual paving program; prepares cost estimates; assists in developing specifications for patching, paving, and milling; inspects patching, paving, and milling jobs and collects weight tickets; inspects plant and suppliers for quality control; approves payment requests.

 

Coordinates sewer infiltration/inflow (I&I) program: coordinates daily activities of sewer I&I crew members; analyzes interprets I&I data to recommend system improvements or repairs.

 

Assists in establishing and maintaining departmental resource library and infrastructure records.

 

Prepares or completes various forms, reports, correspondence, cost estimates, budget documents, purchase requisitions, bid specifications, inspection reports, laboratory reports, work orders, sewer infiltration/inflow reports, maps, maintenance records, training reports, presentations, spreadsheets, graphs, or other documents.

 

Receives various forms, reports, correspondence, invoices, bids, price quotes, budget reports, work orders, maintenance reports, photographs, laws, codes, regulations, policies, procedures, specifications, maps, drawings, construction/design plans, textbooks, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

 

Operates a motor vehicle, personal computer, general office equipment, laboratory equipment, meters, drafting tools, pick axe, shovel, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, presentation, mapping, computer-aided design (CAD), geographical information system (GIS), e‑mail, Internet, or other computer programs.

 

Communicates with supervisor, employees, other departments, contractors, vendors/suppliers, local businesses, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

 

Attends meetings and makes presentations as needed.

 

Maintains a comprehensive, current knowledge of applicable laws/regulations: maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

 

Maintains an awareness of proper safety procedures and guidelines and applies these in performing daily activities and tasks.

 

Attends work on a continuous and regular basis.

 

ADDITIONAL FUNCTIONS

 

May attend Board of Mayor and Alderman meetings and other relevant government and business meetings, where appropriate, outside regular business hours.

 

Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, or processing incoming/outgoing mail.

 

Provides assistance to other employees or departments as needed.

 

Performs other related duties as required.

Job Requirements

Minimum Requirements

Here is what you need to be considered for the position of Engineering Technical Specialist:

  • Must have Bachelor’s degree in Civil Engineering or closely related field; OR
  • Previous experience and/or training that includes civil engineering, environmental/utility engineering, computerized mapping, drafting, project management, research, and data analysis preferred; OR
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
  • Must possess and maintain a valid Tennessee driver’s license.
