Job Description

With headquarters in San Jose, Valley Water provides water supply, enhances streams and watersheds through creek restoration, protects habitat, and provides flood protection for homes, schools, businesses, and roadways. The Agency also partners with other agencies to provide trails and open space for the community. Valley Water is hiring a Deputy Administrative Officer who will provide oversight and strategic leadership for procurement and contracts administration (including very large, highly complex multi-billion-dollar California capital improvement projects), warehouse services, vehicle & equipment management, facilities management, and business and customer support services. The ideal candidate will be customer-focused, solutions oriented, and possess a strong understanding of principles and practices of effective public sector procurement; contract management; and facilities and fleet operations. The candidate will be technically proficient in complex, high-spend construction contracts and procurement, preferably with construction projects in California. We are looking for an inspirational leader who knows how to build trust and engage collaboratively.


Qualified candidates possess a Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, civil engineering, or a closely related field or a field specifically related to the work group assigned. Candidates must have six (6) years of increasingly responsible administrative, managerial, or professional experience in a field related to the assignment and in the public sector, water, or related industry within the most recent ten years. Four (4) of the six years must have included management and supervisory authority. A Master’s degree, Certified Purchasing Manager, Certified Public Procurement Officer, and/or Certified Purchasing Supply Manager certifications are highly desired. The annual salary range is $232,419 - $296,025 depending on qualifications.
