The role of an Accounting Manager plans, organizes, leads, and manages the accounting, financial, and data processing operations to include payroll, revenue collection, accounts payable, cash management, utility billing and customer service; directs, plans, prioritizes, assigns, disciplines, and evaluates assigned employees ensuring compliance with established policies, procedures, and related regulations. Oversees and ensures the timely and accurate preparation of monthly, quarterly, and annual financial reports as required by state, local and federal law and by local practice; reviews and analyzes significant accounting transactions to ensure proper Generally Accepted Accounting Principles (GAAP) accounting and reporting; consults with external auditors on accounting and reporting issues. Manages, reviews, and approves accounting entries and reconciliations for daily transactions, end of month entries, end of year accruals and other required transactions; ensures reconciliation of various bank and other financial accounts; monitors general ledger, accounts receivables, accounts payables and other records. Assists with the development and implementation of procedures regarding financial management and GAAP accounting policies to enhance the workflow of the department. Manages the preparation of selected footnotes to the annual audited financial statements as well as supporting schedules. Provides professional guidance and assistance answering questions concerning accounting policies and procedures from other department heads. Communicates with supervisor, employees, other departments, vendors, financial institutions, auditors, attorneys, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. May attend Board of Mayor and Alderman meetings and other relevant government and business meetings, where appropriate, outside regular business hours.
