The Criminalist I-IV class series is utilized in a variety of ways within the County of Sacramento District Attorney’s Laboratory of Forensic Services. This eligible list may be used to fill multiple vacancies, as well as other vacancies as they become available. The current Criminalist vacancy we are recruiting to fill is for an experienced Firearms and Toolmark Examiner at the Criminalist II level or higher . Duties may include but are not limited to the following: Evaluate firearm related evidence using accepted techniques to classify, compare, and identify a variety of firearms, cartridges, cartridge cases, bullets, and other related components utilizing microscopic techniques and instrumentation which may include a comparison microscope, stereomicroscopes, digital microscope, and conventional photography. Perform functionality examinations on submitted firearms and make source determinations for fired and cycled ammunition components. Document findings, prepare technical written reports, and effectively communicate highly complex scientific material to law enforcement, attorneys, and other agencies and individuals who do not have advanced knowledge of the subject matter. Prepare exhibits and provide expert testimony concerning the significance of examinations conducted. Stay current with new and emerging scientific advancements, relevant court decisions, and legal challenges related to areas in forensic science. Candidates who have experience in footwear/tire track comparisons and acting as a lead crime scene analyst are highly desirable, but not required for this position. Candidates with one or more Association of Firearm and Tool Mark Examiners (AFTE) certifications are also desired, but not required for this position. Firearm Evidence Examination and Identification (FA-AFTE) Toolmark Evidence Examination and Identification (TM-AFTE) Gunshot Residue Evidence Examination and Identification (GSR-AFTE) In addition to the posted salary for this class, the County of Sacramento offers the following incentives and differentials: EDUCATIONAL INCENTIVE: Employees in the Criminalist class will become eligible for a two and half (2.5%) percent differential for possession of any one of the following certifications. This incentive is not cumulative. The County will also pay for the annual recertification of the following certifications: American Board of Criminalistics American Board of Forensic Toxicology Association of Firearm and Tool Mark Examiners International Association for Identification HAZARDOUS MATERIALS PAY DIFFERENTIAL: An employee in the Crime Laboratory of the District Attorney’s Office who is assigned in writing by the appointing authority to serve as a lead on the Crime Scene Team shall receive a 10% pay differential. This differential shall be based on the employee’s standard hourly salary rate and shall be payable only while acting in the lead capacity. SAFETY OFFICER, CRIME LABORATORY DIFFERENTIAL: The safety officer for the Crime Laboratory shall receive a pay differential of 5.0% of the employee’s standard hourly salary rate. There is typically one individual assigned to this task at a time within the laboratory. DNA TECHNICAL LEAD DIFFERENTIAL: Any Criminalist and/or Supervising Criminalist assigned, in writing, to serve as a DNA Technical Leader shall receive a 5% pay differential of the employee’s standard hourly salary rate. LONGEVITY PAY DIFFERENTIAL: Permanent employees who reach ten (10) years of full-time service shall receive a 2.5% differential. Less than full-time permanent employees shall become eligible upon working the equivalent of ten (10) years of full-time service. CASH FOR ACCRUED VACATION LEAVE: Employees can “cash-in” up to forty (40) hours/year vacation after ten (10) years of full-time continuous service and 240 hours accrued vacation per the terms of County policy 306 “Cash for Accrued Vacation Leave”. CAREER DESCRIPTION DEPUTY CORONER T his recruitment is open to the public beginning Monday, November 6, 2023 for a minimum of five (5) business days, and will remain open on a continuous basis until 11:59 p.m. (Pacific Time) on the day the Department's needs are met. THE DIVISION The Coroner Division is an investigative unit responsible for carrying out the statutory duties of the Coroner. Those duties include investigation into the circumstances surrounding all deaths falling within the Sheriff-Coroner's jurisdiction for the purpose of determining the identity of the deceased, the medical cause of death, the manner of death, and the date and time of death. Medico-legal death investigations are conducted countywide on all homicides, suicides, accidents, suspicious and unexplained deaths. Other duties include notifying the next of kin, safeguarding personal property, collection of evidence, and completion of mandatory records and documents. The Division is also proactive in the community, participating in programs geared towards preventing drunk driving and drug use; identifying consumer products causing fatal injury; domestic violence, child abuse and elder abuse; and providing educational services for medical, legal and law enforcement professionals. Other contributions to the community includecooperative relationships with non-profit organ and tissue procurement agencies to enhance the quality of life and save lives. Candidates seeking appointment to a Forensic Biology assignment must meet the educational requirements for DNA Analyst as detailed in the current revision of the Quality Assurance Standards for Forensic DNA Testing Laboratories issued by the FBI Director. Must complete at least nine semester units (or equivalent credit hours) in biology, genetics, molecular biology AND statistics and/or population statistics coursework. When assigned to the Computer Forensics Unit: Bachelor's Degree in computer science, networking and digital computer forensics, or criminal justice. In addition to the minimum experience requirement of the position, an Associate’s Degree with significant coursework in those subjects and two years of progressively responsible recent experience in computer network or system support may be substituted for the Bachelor’s Degree requirement. Industry certifications such as Certified Computer Examiner (CCE), Certified Forensic Computer Examiner (CFCE), Certified Cyber Forensics Professional (CCFP) or similar may be considered in lieu of the two years of supplementary experience. License(s)/Certification(s) Valid Class C California Driver's License. Certifications through the International Association for Identification are highly desirable. Knowledge of: Applicable safety rules, practices and procedures. Basic laboratory safety procedures. Basic principles involved in scientific methodology. Basic principles of chemistry, biochemistry, biology, physics, and statistics as related to analytical laboratory work, and the principles, theory and operation of scientific instruments and apparatuses used in the Criminalistics Laboratory. Modern criminal investigation and identification techniques and procedures. Procedures, practices and laws regarding the collection, preservation, and integrity of evidence. Techniques of scientific research, analysis and report writing. Skill in: Reading, writing and communicating in English to obtain crime scene information, to produce reports and to testify in court. Use of a personal computer including computer graphics/digital imaging and software applications as they relate to forensic applications and processes. Ability to: Provide exceptional customer service practices to those utilizing Police Department services. Administer and evaluate proficiency testing. Analyze, interpret and present data and outcomes to a broad audience, including law enforcement agencies, the courts and other agencies. Apply theories and principles of chemistry and forensic science to forensic casework situations. Assess the adequacy of technical and administrative review activities. Communicate effectively orally and in writing, including when serving as an expert witness in the presentation of laboratory findings. Document activities in an accurate and clear manner. Establish and maintain smooth and effective working relationships and resolve interpersonal conflicts. Monitor and maintain control of documentation for the laboratory operations, quality manual, technical procedures, personnel testimony evaluations, case records, technical records, instrument calibration, maintenance records, training records, competency testing, quality assurance records and documentation related to the quality system. Perform a variety of basic chemical, instrumental, biological, digital and other laboratory analyses. Prepare and maintain analytical and other laboratory records and technical reports. Prepare the Crime Laboratory for external on-site assessments and audits. Provide clear work instruction. Resolve analytical problems arising from casework through consultation of the scientific literature and/or applied research. Schedule and conduct periodic internal quality system audits Schedule and coordinate periodic management reviews. Study and keep current of new techniques and procedures in the specialized areas of forensics. Use the scientific method to solve a variety of complex problems to explain the significance of the results obtained. Work effectively in a highly structured environment. Working Conditions Depending on unit assignment, work is performed in a variety of locations to include on-site work at crime scenes, hospitals, and in the Police Department. Work is performed in indoor and outdoor environments. When work is performed outdoors, there is full exposure to the elements. The incumbent may be exposed to related health hazards to include blood and other bodily fluids/products, infectious diseases, human borne parasites, air, water, and blood borne pathogens, and may have contact with complete and/or partial human corpses in various stages of decomposition. Other health hazards may include odors, toxic chemicals, and hazardous substances. Occasionally, work is performed within confined areas or at high altitudes, including photography from helicopters. Physical demands include frequent standing, walking, bending, reaching, lifting, crawling, climbing ladders and inclines, repelling down ravines, and moving objects weighing up to 50 pounds. May be required to independently work crime scene investigations either without supervision or without sworn police presence. Incumbents must be able to meet the physical requirements of the class and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. Promotional Eligibility Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours.
