THE POSITION NON-CAREER PART TIME/SEASONAL Assistant Pool Managers assist in overseeing all operations at an assigned aquatic facility. All candidates must have the ability to swim with proficiency and endurance, posses knowledge of current preventive lifeguard techniques including CPR, First Aid, and water rescues. THE DEPARTMENT The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings. The Engineering Division is responsible for managing the City’s capital improvement program and for the review of development projects for compliance with city standards, ordinances, permits, regulations, and statutes. Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 26 City-owned buildings/facilities and their grounds A fleet of over 250 vehicles and pieces of equipment 97 miles of streets Drinking water delivery for 16,000 customers Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts Efforts to preserve and expand the urban canopy, including 20,000 public trees Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. THE POSITION The Assistant Public Works Director - Engineering is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director. This position has oversight of the Engineering Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to civil engineering, capital improvement projects, land development engineering, as well as manage related management-level classifications that may also oversee these functional areas such as the City Engineer/Engineering Services Manager. In managing and coordinating division service for large and complex capital projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain plan review as well as permitting and inspection processes. THE POSITION NON-CAREER PART-TIME/SEASONAL To perform regular lifeguard duties and assist in the supervision of pool staff in the organizing and instructing of aquatics classes and activities; to assume full responsibility of aquatic facility in absence of an Assistant Pool Manager or Pool Manager. SUPERVISION RECEIVED AND EXERCISED Responsibilities may include the indirect supervision of lower level aquatic personnel. Direct supervision is provided by the Assistant Pool Manager or Pool Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as needed: Maintain constant surveillance to safeguard swimmers from drowning and other accidents. Rescue and resuscitate drowning persons. Rescue and aid persons affected by life threatening injuries. Render care in the latest American Red Cross techniques in water safety, lifeguarding, first aid, and cardiopulmonary resuscitation (C.P.R.) to persons in need of assistance. Direct, instruct, and assist in the supervision of water oriented classes such as swim lessons, swim team, junior guard and water aerobics. Enforce facility rules, regulations, and procedures; take appropriate action to prevent dangerous situations and accidents. Assist in the maintenance of the aquatic facility including its building, grounds, and equipment. Write and prepare lesson plans, assist in the planning, promoting, and organizing of aquatic programs. Maintain records and reports. Perform the duties of the Pool Manager in their absence. Perform related duties as assigned. QUALIFICATIONS Knowledge of: Current and preventative lifeguarding techniques. Rules and regulations of an aquatic facility. Swimming rescue techniques, C.P.R., and first aid. Instruction techniques and materials related to aquatic activities. Swimming pool maintenance and the chemicals, equipment, and techniques used to Meet State and County Department of Health standards. Aquatic instruction programs. Principles and practices of supervision. Ability to: Swim with proficiency and endurance. Prevent accidents and effect rescues. Enforce the rules and regulations of an aquatic facility. Perform swimming rescues, C.P.R., and first aid. Instruct students in a variety of aquatic oriented skill level classes. Establish and maintain effective relationships with other employees and the public. Follow oral and written instructions. Prepare, read, and write various reports. Interpret policies and procedures. EDUCATION AND EXPERIENCE Education: None required. Experience: One season or 2.5 months of experience at an aquatic facility as a lifeguard or swim instructor. SPECIAL QUALIFICATIONS: Age : Must be 16 years of age at time of appointment. Certification : Possession of a current course completion certificate as required by current Federal, State, and Local law. Completion of American Red Cross Lifeguarding/First Aid/CPR and AED certification by time of appointment.
