Office of the Vice President for Student Affairs & Enrollment Management (SAEM)

Monday through Friday; 8:00am to 5:00pm

Anticipated Hiring Range

$6,694 to $7,200 per month ($80,328 to $86,400 annually)

Salary is commensurate with experience.

Position Summary

Reporting to the Director of Business Operations in the Office of the Vice President for Student Affairs & Enrollment Management (SAEM), the Fiscal Analyst serves as the administrative operations analyst/lead for all units within SAEM. The incumbent helps support overall administrative and business service activities of SAEM with a large emphasis on fiscally related tasks for SAEM operations which has a general fund budget of more than $12 million and a non-general fund revenue budget in excess of $14 million. The incumbent helps manage reporting of University Financial Aid Grants and regularly consults with the Director of Business Operations to support SAEM managers in determining methods to meet programmatic and administrative goals. Incumbent supports the Director of Business Operations in organizing and coordinating the submission of mandatory budget reports to the Budget Administration & Operations Office. The incumbent supports the SAEM Executive Council, playing a supportive analyst role in fiscal and administrative matters. The incumbent acts as lead to other analysts and coordinators in the units. In the area of Human Resources (HR), the incumbent helps support daily transactions necessary to ensure operations run smoothly and may also assist in areas of facilities, events, and other tasks.

Position Information

Fiscal/Budget Support
  • Works with Director of Business Operations and the SAEM Executive Council in monitoring and maintenance of the SAEM financial systems and fiscal controls;
  • Understands budget policies and supports the Director of Business Operations in making recommendations to the Vice President for SAEM and the SAEM Executive Council;
  • Coordinates, prepares, and organizes the SAEM annual budget requests, mid-year financial status reports, and all other mandatory budget reports;
  • Implements policies and procedures, under the direction of the Director of Business Operations, to control budgetary and expenditure processes, and instructs others in their use;
  • Reviews proposed expenditure plans and supports the identification of cost allowance to ensure compliance with the University and CSU system policies and procedures;
  • Monitors and reports discrepancies and procedural problems to the Director of Business Operations, recommends solutions and supports effectiveness and efficiency of solutions; and
  • Works with Fiscal Affairs officers; supports all department purchasing requests; reviews proposals, bid specifications and contracts; and negotiates with vendors on cost items.

Personnel/Human Resources Support
  • Works on transactional HR tasks in conjunction with Human Resources and SAEM colleagues;
  • Prepares documents for Human Resources and Budget Administration for any SAEM-related personnel matters
  • Works with Director of Business Operations in supporting the SAEM cabinet area in human resources transactions such as: recruitment, selection, classification & compensation requests, employee safety, and other personnel-related matters;
  • Ensures administrative information is timely, current, and accurate; disseminates information to SAEM managers and staff on HR guidelines and employee benefits issues; and
  • Coordinates and manages confidential records of SAEM HR transactions and documents including, but not limited to, hiring paperwork, appointment changes, retirement, e-tracs, etc.

Administrative Services
  • Plans, coordinates, and organizes a broad scope of administrative functions, including department operations, facility maintenance, and resource allocation;
  • Coordinates procurement and contractual operations to ensure legality within all units;
  • In support of the Director of Business Operations, supports analysis of departmental operations including procedures, systems, workload, space requirements, organization and reorganization of SAEM departments, equipment, and/or other projects; and
  • Responds to inquiries including internal and external audit reports; university executive offices, academic departments, students, and the public.

Minimum Qualifications

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
  • Extensive and in-depth knowledge of and ability to apply expertise in the advanced theories, principles, methods and practices associated with the functional specialty, program, and/or organizational unit, including applicable internal policies and procedures and pertinent laws and regulations. Laws and regulations are highly complex and require substantial judgment and discretion in interpreting and applying them to the specialty or program area. Incumbents at this level often may have certification in a specialty area.
  • Substantial and broad knowledge of public and private entities including their organizational and operating structures, internal systems, and functional areas, as well as the impact of critical external entities on an organization. Ability to integrate and apply this knowledge to anticipate problems and assess the impact of proposed solutions on various organizational areas.
  • Extensive and in-depth knowledge in project management including research and analytical methodologies. Ability to interpret and integrate complex data and information to formulate appropriate courses of action which have broad and far reaching impact.
  • Ability to understand and analyze complex problems from a future-oriented and broad interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations.
  • Ability to effectively use applicable information systems and applications in analysis, research, and reporting activities and projects.
  • Ability to effectively communicate with and influence high-level and diverse contacts inside and outside of the CSU system.
  • Ability to effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives.

Preferred Qualifications
  • Bachelor's Degree in accounting, human resources, or public administration;
  • A working knowledge of the California State University (CSU) system policies and procedures, Title 5, University organizational structures, and the policies that govern them;
  • Significant technical and practical knowledge of University accounting, budgeting, budget development, and human resources systems and procedures;
  • Extensive knowledge of state and federal laws and regulations governing fiscal, budget, and human resources practices;
  • Strong technology, software and hardware skills prioritizing Microsoft Office Suite software (Outlook, Excel, Word, etc.);
  • Ability to navigate business systems on campus and in the CSU, such as Common Financial Systems (CFS) and planning/budgeting software;
  • Effective interpersonal and written/oral communication skills;
  • Ability to manage confidentiality, work effectively as a team member, and maintain positive working relationships; and
  • Experience with administrative management of a large or complex department in a university/higher education setting.
