This is a senior-level planning position that supports a housing team that spans several departments and performs a variety of housing functions. Over the past 20 years, the County and the former Redevelopment Agency have sponsored housing efforts to provide assistance to over 600 affordable housing units, involving both new construction and renovation projects. Current housing activities include managing a housing loan and investment portfolio of more than $33 million dollars. The position includes project management of high-profile housing developments, developing funding plans for county-led projects, developing various agreements to partner with for-profit and non-profit housing developers to build new affordable units, coordinating with regional housing partners and stakeholders, supporting innovative housing programs to advance the development of new multi-family housing products. Importantly, this position serves on a team that provides critical advocacy to create affordable housing opportunities throughout Placer County. The team member must have strong collaboration skills and provide cross-cutting services with countywide departments. This unique position will fulfill the following duties: Project Management and Coordination: Manage, organize, and facilitate affordable housing projects and programs in a complex environment. This includes project planning, financial management, stakeholder engagement, regulatory compliance, working closely with subject matter experts throughout an entitlement process, public relations, reporting and documentation, and navigating the dynamics of public-private partnerships with various developer groups, and proven experience bringing forward housing developments. Description Advanced and highly responsible position performing complex projects and community planning exercises in a fast-growing County that prides itself on innovative planning practices. General responsibilities include tracking development agreements relating to affordable housing, processing tiny home applications, reviewing development applications, evaluating and formulating land use and transportation strategies, conducting policy research, analyzing and appraising elements of the Comprehensive Plan and preparing written presentations of development applications and proposals. Assists permit applicants and general public to understand land development policies and procedures of the County; determines/verifies zoning status as requested. Interacts, communicates with, and coordinates various groups and individuals such as the immediate supervisor, co-workers, County personnel, engineers, contractors, consultants, architects, Board members, landowners, community/civic organizations and the general public. Assists the public in completing Comprehensive Plan applications and planning and zoning applications. Provides information to the public regarding the Land Development Code, the Comprehensive Plan and Future Land Use Maps. Reviews the work of other planners for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
