DESCRIPTIONS OF DUTIES/ESSENTIAL FUNCTIONS
The purpose of the Landside Operations and Ground Transportation section is to facilitate a safe and efficient flow of passengers, airport personnel, private vehicles and commercial vehicles by performing the following activities: curb traffic management, facility inspections, roadway inspections, regulatory compliance investigations and respond to emergency and security incidents.

The role of the Senior Landside Agent acts in a lead capacity to the Landside Agent and assists in providing the safe, secure, and efficient movement of the traveling public, baggage, and motor vehicle within the perimeters of the Houston Airport System. This role is also responsible for managing the safety and security of the terminals, roadways, tenant areas and ensuring compliance with all federal, state, local laws and regulations. Reports unsafe conditions, policy and procedure violations and takes corrective action as needed. Operates a Houston Airport System motor vehicle to patrol roadways, report conditions, respond to incidents, accidents and any other traffic related issues. Must possess a valid Texas driver's license. Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances while working at the airport.

The Senior Landside Agent duties includes but are not limited to:
  • Inspect airport terminal areas, airport perimeter, and tenant facilities. Prepares inspection and investigation reports. Reports to management unsafe conditions, policy and procedure violations and takes corrective action as needed.
  • Reports to management tenant and airline activities not in compliance with airport leases, contracts, standards, policies and procedures.
  • Inspects commercial vehicles and enforces compliance of applicable regulations, policies and safety. Issues citations.
  • Acts as an Operations field liaison during emergencies. Supports operational activities and maintains order during aeronautical-related emergencies, follows the Airport Emergency Plan and other airport rules and regulations.
  • Follows the Airport Security Plan. Performs security activities and maintains reports.
  • Perform traffic and curbside management duties and enforces parking regulations; issues parking citations; initiates vehicle tows.
  • Performs identification and badging actives.
  • Responds to and investigate security alarms.
  • Assist in training of Landside Agents.
  • Contributes to the team by performing other duties as assigned.
WORKING CONDITIONS
The position occasionally requires stooping or bending. Occasional light lifting, such as three or four reams of paper or books (up to 20 pounds or an equivalent weight) may be required. Expect to work in various uncomfortable climates: being outside during inclement weather. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions. Walking and standing for extended periods. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated movements on a patterned response space within low tolerance demands with no real speed requirements.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS
Requires a bachelor's degree in Aviation Management, Airway Science, Criminal Justice, Law Enforcement, Business Administration, Public Administration or a related field.

EXPERIENCE REQUIREMENTS
Two years of experience in airport operations, airport security, airport safety and/or any other related field is required.

Directly related professional experience in airport operations/security or customer service may substitute for the above education requirement on a year-for-year basis.

LICENSE REQUIREMENTS
Requires a valid Class C Texas Driver's license and compliance with COH policies on driving.


PREFERENCES

Preference will be given to applicants with direct related experience working in a highly stressful environment, law enforcement, security, military, emergency management. Consideration will be given to applicants with directly related experience in operations, customer service and administrative skills within an aviation setting. Knowledge in administrative regulatory/statutory guidelines in a large airline hub setting a plus. Excellent customer service skills highly desirable. The ability to create and write safety reports a plus. Candidates with the ability to communicate effectively orally and in writing when using bilingual or multilingual skills to communication with customers a plus. Proficient in Microsoft Office Suite. Use of a two-way radio, creating and maintaining of electronic reports, and willing and available to work all shifts, including rotation, weekends and holidays when needed is highly desired. Two years or more of experience in aviation operations, (airports, airline, air traffic control, or military).
