The County of Los Angeles, Internal Services Department (ISD), is seeking a General Manager (GM) to lead the operations of its Information Technology Service (ITS). The GM will oversee and provide strategic direction in the delivery of technology and communication services throughout the County. ITS provides services to the County’s 37 departments and its 110,000 employees. This role requires strong interpersonal, leadership, and technical skills, along with a desire to move the organization forward through innovative solutions and industry best practices. The ideal candidate will bring a track record of driving strategic vision and will be a systems leader. The GM will serve as an advisor to the Director, Chief Deputy Director, and other senior ISD leaders for the design, development, implementation, and evolution of information technology (IT) services. THE SERVICES & THE JOB
The General Manager will oversee the Information Technology Services (ITS) within the Internal Services Department (ISD). ISD delivers reliable and secure solutions to support Los Angeles County’s technology needs. Providing services to a workforce of more than 100,000 employees in over 37 County departments, ITS safeguards and supports mission-critical systems, networks, and data. 14 of the County departments are fully hosted (receiving desktop support), 33 County departments receive enterprise productivity and collaboration suite support, 24 County departments receive identity management support, and 29 County departments receive cloud services. The General Manager’s (GM) role requires a strong background in IT systems leadership, with the technical know-how to lead other technology experts and optimize systems. The GM will be an organizational development expert, lead with a collaborative nature, and be influential and decisive. They will find effective ways of doing business that incorporate today’s best practices and set ISD/ITS up for fast-paced technology advancements for the future. The GM is part of ISD’s executive team and reports to the Chief Deputy Director and oversees approximately 1,500 employees and consultants and a budget of approximately $320 million. The GM will oversee centralized information technology services for the Department and serve as the Chief Technology Officer. Services include application systems development and maintenance (there are over 200 legacy and cloud applications for ISD), data center operations (on prem and cloud), cyber-security and governance operations, telecommunications, related network systems, and support for financial, fleet, and asset management, and other areas of operation.

They will focus on developing a winning IT team and advancing a department culture that staff are excited to be a part of. They will also work toward developing plans and executing them, setting clear expectations, holding others accountable, and getting things done! An inclusive, engaging, and encouraging attitude toward staff is expected from this ideal candidate. Being fluent in the language of IT architecture, infrastructure, design, and software development is integral to this position. Having strategies to navigate risks and adverse IT events is also important. Those who demonstrate critical thinking, patience, and a solutions mindset are highly desirable for this role.
