Collierville operates under a Board of Mayor and Aldermen form of government with day-to-day operations led by its Town Administrator.

Job Description

The Position


The Director of Development oversees three (3) divisions : Planning; Engineering; and Building & Codes for the Town of Collierville. The Director of Development shall be nominated by the Mayor and appointed by majority vote of the Board of Mayor and Aldermen. The Director of Development reports directly to the Town Administrator.


Essential Functions


Develops and implements programs and policies consistent with the Board of Mayor and Aldermen’s goals, visions, and directions.


Manages three (3) divisions of the Department including Planning, Engineering, and Building Safety & Code Enforcement and oversees current and long-range planning and engineering activities along with preparing and monitoring each departmental budget and expenditures.


Formulates departmental goals and objectives in conjunction with division heads.


Meets with business leaders and community groups regarding location of businesses, subdivisions, and other development issues.


Performs all personnel matters such as appointments, separation, performance evaluations, where applicable, and other related functions.


Oversees all development contracts, professional services contracts, Planning Commission, Historic Zoning Commission, and Design Review Commission approvals, Board of Construction Code Appeals, and Board of Zoning appeals.


Prepares requests for proposals and oversees the subsequent selection process.


Approves/denies all purchases for Planning, Engineering and the Construction Codes departments through purchase requisitions and purchase orders.


Serves as liaison between departments and the various media, public service groups, and other organizations within the community and responds to all litigation involving the department.


Prepares the capital projects budgets for development related projects.


Serves as staff person to the Board of Mayor and Aldermen.  Attends department committee meetings, as required, to evaluate staff performance and presentations.


Develops working relationships with other Department Directors to insure cooperation and teamwork.


Operates a personal computer, scanner, general office equipment, two-way radio, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, desktop publishing, e mail, Internet, or other computer programs; performs basic maintenance of computer system and general office equipment, such as backing up data or replacing paper, ink, or toner; coordinates service/repair activities as needed.


Communicates with supervisor, employees, volunteers, other departments, Town officials, law enforcement personnel, public safety agencies, court personnel, attorneys, builders, contractors, engineers, architects, vendors, customers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.


Maintains current knowledge of applicable laws and regulations reads professional literature; maintains professional affiliations; attends workshops, and training sessions as appropriate.


Attends work on a continuous and regular basis.


Maintains an awareness of proper safety procedures and guidelines and applies these in performing daily activities and tasks.


Additional Functions


Performs field investigations pertaining to development related issues for the Town of Collierville.


Prioritizes other City department’s requests for assistance.


Attends local, regional and (occasionally) national seminars and conventions for educational purposes.


Attends Board of Mayor and Aldermen meetings and other relevant government and business meetings where appropriate.


Performs other related duties and tasks as assigned.

Job Requirements

Minimum Qualifications


  • Bachelor’s degree from an accredited four-year college or university with major course work in Public or Business Administration.
  • Master’s degree from an accredited college or university in Urban Planning or a related field.
  • Minimum ten (10) years’ experience in community development administration; OR
  • Any equivalent education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Valid Tennessee motor vehicle license.

 Compensation & Benefits


Collierville offers a comprehensive compensation and benefits package. This position has a competitive salary range of $82,281-$138,778 annually dependent upon qualifications and experience. Among its many benefits, Collierville is one of few employers that continues to offer a Defined Benefit Retirement Plan.  Benefits offered by the Town include: 


  • Retirement – The Town has two plans. Plan 1 is non-contributory and is fully employer funded; while Plan 2 is employer funded and allows for an additional employee contribution of 5%, subject to change.  
  • Social Security – Collierville participates in Social Security with a 6.2% contribution from the employee and employer.
  • Medical Plan – Transparent pricing health insurance plan with current annual employer contribution up to $19,253 (85%) and annual employee contribution up to $3,204 (15%). Dental and vision benefits also provided, paid for by the employee.
    • The Town has two (2) health clinics available for employee AND dependents on the Town’s health plan.
    • There are NO co-pays for clinic visits and generic prescriptions can be obtained at NO cost.


  • Paid Leave and Holidays – Vacation leave accrues at the rate of 10 days per year increasing with years of service. Sick leave accrues at 12 days per year with accrual cap of 960 hours (120 days). There are 11 paid holidays per year (including one floating holiday).
  • Deferred Compensation – Additional deferred compensation options through third-party provider.
  • Life Insurance – Employer paid life insurance 4x annual salary (maximum of $450,000) with option to purchase additional coverage.
  • Long-term Disability – Employer-paid. Enrolled the first day of the month after being employed for 6 months.  
  • Optional Benefits – Dependent Care and Medical Spending Accounts, short-term disability, and other supplemental insurance and others. Employee Assistance Program provided at NO cost.
