PURPOSE : Under general supervision of the Director of Sponsored Programs, the Assistant Director of Sponsored Programs is responsible for the pre-award funding activities for government and private agencies, ensures institutional compliance with University, Corporation, government and sponsor regulations, encourages and supports faculty and staff in external funding endeavors, and communicates effectively the role of external funding of the University with federal and state officials and the general public. The Assistant Director is responsible for performing high-quality, customer-focused pre-award services. Responsible for day-to-day management of operations; managing a complex and diverse workload consisting of grants and contracts proposals to federal, state and local government and private funding agencies. Responsible for pre-award activities, focusing on the development and preparation of a variety of applications, understanding, interpreting and effectively communicating proposal requirements, complex federal regulations and internal policies and procedures, applying specialized knowledge. Develops and manages grant portfolio analytics. Develops training resources for department staff on a variety of internal and external requirements; conducts funding workshops for faculty on a variety of topics including campus proposal process, finding funding, developing proposal ideas, proposal elements, budgeting, sponsor requirements and more. Provide day-to-day training and mentoring of staff, analyzing proficiency and readiness for more complex assignments, on-going monitoring, analysis, oversight of tasks, and advanced problem solving. Provides guidance and support to Sponsored Programs Officers on communication and interactions with principal investigators, project staff, Corporation staff and provides assistance with problem resolution on issues across campus. Support new research area development and strategic planning Identifies and tracks legislation to identify funding areas targeted for future growth. Works cooperatively with the Director to develop campus funding plans to increase funds from government sources. Cultivates and maintains positive working relationships with external sponsor agencies. Guides faculty to appropriate agency contacts to discuss proposals prior to submissions. Assists faculty in developing competitive proposals. Collaborates with faculty to develop a proposal budget appropriate to the objectives as stated in the proposal and consistent with the policies of the University, Corporation, and the sponsor agency. Identifies and facilitates solutions to potential administrative issues prior to formal proposal approval from the University and Corporation.Maintains current knowledge and understanding of research administration topics as well as proficiency on technology related to proposal submission. Trains, advises and guides the Sponsored Programs Office staff including creation/update of procedures and training materials. Participates in presentations, workshops and outreach to the campus community regarding funding opportunities, proposal submission and processes. Interpret regulatory and sponsor requirements and the development, implementation and application of policies and procedures related to pre-award sponsored program activities. Post-Award - Programmatic: In consultation with the Director, negotiates terms of awards and agreements with sponsoring agencies; assures compliance with the administrative terms of the award. Conducts the project set-up meetings with the Principal Investigator (PI) once award is made and works with the PI on grant management for compliance with sponsor and Corporation regulations and procedures; provides guidance with fiscal, personnel, payroll, purchasing, insurance and other administrative matters. Assists with grant/contract audit requests preparation and resolution related to pre-award and sponsor audits. Prepares, analyzes and negotiates complex contractual documents on behalf of the Corporation; ensures that terms and conditions are acceptable to the University and the Corporation; Prepares and negotiates subaward and subcontract documents with subcontractors or subrecipients, ensuring compliance with federal regulations and/or funding source regulations. Assures compliance with project fiscal and program reporting requirements; supervises final report, termination procedures and programmatic closeout. Job Summary The Executive Director (ED) for Academic Programs and Planning reports directly to the Associate Vice Provost for Academic Innovations and Programs (AVP-AIP). The ED-APP has direct responsibility for the following: • Academic program planning, including management of the approval process and assistance to colleges/departments in the development of all degree, subprogram, blended 4+1, certificate, or other academic proposals. • Academic program modifications, such as elevation, degree title, CIP code, degree designation, and modality changes, • Academic program suspensions and discontinuations. • Department name change proposals. • Developing and implementing of academic policies consistent with Cal Poly, the CSU Chancellor's Office, Title 5 and other requirements, as well as complying with CSU accountability reporting. • Managing program reviews, program accreditations, certifications, and the university's regional WSCUC accreditation. • Overseeing the administration and continuous improvement of university-level assessment and support for program-level assessment within Academic Affairs. • In collaboration with AVP-AIP oversee Associate Dean Council meetings. • Serving on Academic Senate and other University committees, as assigned by the Provost’s Office, and generally promoting effective shared governance. • Working with various entities on campus to continuously improve the program review and assessment processes. • Overseeing the preparation of Cal Poly’s annual CSU Academic Master Plan. • Overseeing the approval process for new or removed Associate Degree for Transfer pathways. • Overseeing the CSU degree, transfer model curriculum, and WSCUC databases. Lead personnel to effectively meet department, division, and university objectives and strategic initiatives. Academic program planning and development, including management of the approval process and assistance to colleges/departments in the development of all academic program and subprogram proposals. Advise faculty, chairs, directors, and deans on development of their program proposals. Monitor the review of new program proposals by the Academic Senate and the Chancellor's Office. Manages the University's regional WSCUC accreditation. Attend WSCUC liaison officers’ meetings to receive information and participate in policy. Oversees preparation of annual accreditation reports to WSCUC. Serve as academic policy adviser for degree program changes ( including the suspension or discontinuation of degree programs). Academic program related communication with the Chancellor's Office as well as the preparation and submission of the Annual Academic Plan. Review and analyze all academic program and subprogram proposals. Recommend approval or disapproval to the Provost’s Office. Serves as appropriate administrator for Academic Programs and Planning for personnel issues and actions, assessing and negotiating effectively with others to resolve conflicts or deviations. Recruits, trains, manages, evaluates, and retains professional staff. Mentor and lead staff to develop necessary competencies and skills . Communicate approval of new academic programs to multiple campus areas (Office of the Registrar, Admissions, Academic Personnel, Institutional Research, Financial Aid, Marketing & Communications, etc.). Reviews program review and accreditation self-study reports. Analyzes recommendations of visiting teams and coordinates recommendations with curriculum development and program review. Serve on Academic Senate and University committees as appropriate. Liaison with General Education Chair and Governance Board. Education and Experience Earned doctoral degree or higher and eight or more years of professional experience in higher education. The Position Silicon Valley Power (SVP) is seeking a dynamic, engaging, and highly qualified professional for one (1) management position of Principal Electric Utility Engineer in our Utility Operations Division. The position in Utility Operations will be responsible for managing and performing work related to Protection Engineering, Communications Engineering, and Operations Support Engineering (Fault and Outage analysis) along with supporting operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities. This position manages the team responsible for Communications Engineering, Protection Engineering and Operations Support Engineering.
