To plan, organize, direct and manage the activities of a group of divisions within the Treasurer-Tax Collector's Office, including treasury banking operations, public debt management and administration and investment portfolio management for the County, school districts and special districts; to coordinate activities with other divisions and departments; and to provide highly complex assistance to the Treasurer-Tax Collector and/or Assistant Treasurer-Tax Collector. The Chief Deputy level recognizes positions that provide full line and functional management responsibility for multiple and diverse divisions or program areas within a department and assumes significant responsibilities for highly complex financial management and for major financial transactions. SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Treasurer-Tax Collector and Assistant Treasurer-Tax Collector.
Exercises direct supervision over management, supervisory, professional, technical and clerical personnel. EXAMPLES OF ESSENTIAL DUTIES

- Plan, develop, implement and manage departmental and countywide financial policies, goals, objectives, and procedures.
- Direct, oversee and participate in the development of departmental policies, procedures, and work plans; assign work activities, projects and programs; monitor workflow; review and evaluate work products and performance, methods and procedures.
- Review, analyze and interpret complex and technical financial and economic data, develop and execute and implement various financial plans and strategies.
- Manage and maintain various financial systems and monitor, assess and make recommendations regarding technological advancement opportunities for such systems.
- Negotiate, execute and manage major financial agreements, contracts and transactions with large corporate and other private sector financial institutions.
- Review, analyze, interpret, and process highly technical financial and legal documentation in preparation for issuance of public debt.
- Monitor departmental operations for fiscal liabilities and legal compliance with State and Federal rules, regulations and laws regarding departmental banking, investment and other financial activities.
- Participate in a variety of committees, task forces and other work groups both internal and external relating to a variety of public policy issues and represent the Treasurer-Tax Collector in various Brown Act regulated Committees.
- Direct, oversee and manage the administration and monitoring of contracts; negotiate contracts with outside vendors; service providers or funding sources;
- Oversee the preparation of the division budgets; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
- Evaluate financial investment systems, methods and procedures for appropriate levels of internal control; take corrective action as necessary.
- Manage, direct, evaluate, monitor and support management, professional, technical and clerical staff within the assigned areas of responsibility. Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
- Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
- Represent the County to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
- Research, prepare and analyze technical and administrative reports; prepare written correspondence.
- Assume responsibility in the absence of the Treasurer-Tax Collector, as needed.
- Perform related duties as assigned.

Five years of increasingly responsible professional financial experience with a focus in investments and/or public finance including two years of supervisory responsibility. Training:
Requires an undergraduate degree from an accredited college or university with major course work in finance, business administration, economics or a related field. Required License or Certificate:

CONDITION OF EMPLOYMENT
- Organize and direct highly complex financial operations.
- On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules; and explain and interpret policy.

- Supervise, train and evaluate personnel.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Communicate clearly and concisely, both orally and in writing.
