Job Description


The Position: Under supervision of the Building Official, reviews building plans and specifications for compliance with applicable building codes and city ordinances, standards, municipal codes, and other established policies and procedures. The Senior Building Plan Checker is distinguished by their required breadth of knowledge and experience enforcing building codes and standards.
Reports to/Supervises : Reports to the Building Official.
Selection Process: Applications will be accepted on a continuous basis until the position is filled. Applications will be screened carefully and selected applicants will be invited to participate in the Structured Panel Interview. The appointing hiring authority will further review the job-related qualifications of those deemed eligible for hire before making selection decisions. The selection process indicated above may be modified based on the needs of the City.
Pre-placement Process: Selected candidates must successfully pass a fingerprint check with the State Department of Justice, and a pre-placement physical including a drug test. Education and employment verification and reference check(s) will also be conducted.

Examples of Duties

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Review building plans and specifications for residential, commercial, non-residential buildings for compliance with all required State of California Title 24, including Building, Electrical, Mechanical, Plumbing, Energy, Green and Grading codes, State disabled access related codes, and the City's municipal code, and local ordinances.
  • Review construction plans, details, reports, and structural calculations; determine if plans comply with building codes and other construction regulations.
  • Performs complex and difficult plan checks to investigate reports of structural problems on other assignments.
  • Prepare correction sheets and recheck plans after corrections are submitted.
  • Respond to questions and inquiries from architects, engineers, builders, contractors, and owners regarding building requirements, structural applications, regulation conformance, and related issues.
  • Initiate appropriate action to enforce code compliance.
  • May conduct field inspections of projects under construction.
  • Prepare correspondence to architects, engineers and contractors relating to the correction of plans and engineering details.
  • Plan, prioritize, assign, review and participate in the work of staff responsible for performing plan checking functions and keeping logs and records of plans to examine.

Minimum Qualifications

Any combination demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying. A typical combination is as follows:
Education: Equivalent to a bachelor's degree in engineering, architecture, building inspection, or a related field.
Experience: Five (5) years of full-time responsible experience in reviewing construction plans.
License and Certifications: Certification as a Building Plans Examiner by the International Code Council (ICC) is required. A valid Class C California driver's license and an acceptable driving record are required. The following are highly desirable:
  • California registration as a Civil or Structural Engineer
  • Certification as an Energy and Green Plans Examiner
  • Certification as a California Access Specialist (CASp)

Supplemental Information

Knowledge of: Principles and interpretation of building plan specifications and codes and related laws and ordinances; the process for issuing permits; basic engineering practices and structural engineering principles applied to buildings; principles and practices of supervision; problem solving techniques; quality customer service techniques and concepts.
Ability to: Read and accurately interpret plans and specifications; work under pressure to complete projects with competing deadlines; follow and provide oral and written instructions; establish and maintain positive and productive working relationships with customers, architects, engineers, contractors, builders and owners, the public, and other employees; effectively communicate verbally and in writing in English with all levels of staff and public lead, supervise and train staff; strategize, and correlate data and/or information; exercise sound judgment related to procedures and regulations; perform essential job duties with little supervision; provide technical guidance to staff; use work-related computer applications, including email, word processing, spreadsheets, databases, internet, and other electronic devices.

Services provided to its resident population of approximately 23,000 include police, fire, marine safety, recreation, parks, public works, community development, parking, transit and animal control.

The Department/Division: The Community Development Department is organized into five divisions - Administration, Zoning, Building, Planning, and Code Enforcement. The Building Safety Division is responsible for the building safety standards for the design, construction, use, and occupancy of all buildings and structures within the City of Laguna Beach.
