Job Summary

The College Financial Resource Analyst oversees the budget and financial affairs of the College to ensure proper financial management and works closely with the Director of Resources and Operations and senior management team to maintain, enhance, and grow the college’s programs and initiatives, and meet financial objectives to achieve the college mission and goals. The incumbent performs a number of highly complex technical functions using advanced fiscal analysis and projections for finding solutions to problems and developing new methods for execution. As the financial expert for the college, the incumbent monitors, trains, and guides the college departments to appropriately manage their budgets, and oversees all college finances including operating funds, revenue funds, and auxiliary accounts, and advises the Dean and management team in making critical business decisions.

Key Responsibilities
  • Performs research, analysis, development, evaluation, and implementation for the college’s critical programs
  • Performs fiscal analysis related to budgets, funding, and critical projects
  • Develops and implements processes to audit department transactions and provides guidance to departments to resolve discrepancies and audit issues
  • Develops and design database improvements, including reports for monitoring unit allocations
  • Works with the Director of Resources and Operations and the Dean of the College of Humanities and the Arts, to develop the college budget and maintain continuous budgetary control
  • Responsible for ensuring department chairs and program directors are well informed of their operating expenses, budget projections, and overages
  • Provides guidance to the chairs and departmental administrative staff to facilitate compliance with financially related policies and procedures
  • Oversees the coordination of vendors, contracts, and insurance requirements per risk management guidelines
  • Trains and mentors the College staff, Hammer Theatre Staff and Director, chairs, and faculty on university and division policies, practices, procedures, and tools to use for procurement and financial reporting


Knowledge, Skills & Abilities
  • Thorough knowledge of the principles and practices of governmental budgeting and accounting
  • Working knowledge of the principles and practices of public finance
  • Knowledge of (or ability to learn) and ability to analyze the financial structure and procedures of SJSU, including its purpose, functions, and fiscal organization
  • Working knowledge of research techniques and of statistical principles and procedures
  • Strong organizational and time management skills with attention to detail
  • Ability to analyze and review the budgets and financial practices of the campus
  • Ability to analyze situations correctly and develop an effective course of action
  • Ability to work with mathematical concepts in the preparation of detailed financial analyses and reports
  • Ability to compose and appropriately format correspondence and reports
  • Ability to handle multiple work priorities, and organize and plan work and projects
  • Ability to maintain confidentiality and appropriately handle sensitive communications with employees and external agencies
  • Strong oral communication skills. Must possess excellent customer service and public relations skills
  • Strong organizational and time management skills with attention to detail
  • Fluency in applications such as LucidChart, Google Suite, DocuSign, data visualization tools, word processing, spreadsheet, database management, mainframe access, CMS Financials, and Human Resources


Required Qualifications
  • A bachelor's degree and/or equivalent training
  • Four (4) years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs


Preferred Qualifications
  • Bachelor’s degree or equivalent in finance or business
  • Three (3) years of relevant work experience performing similar financial and or budgetary functions
  • Experience working in higher education or the California State University system
  • Experience working with business intelligence software and workflow management tools


Compensation

Classification: Administrative Analyst/Specialist - Exempt II
Anticipated Hiring Range: $6,866/month - $7,134/month
CSU Salary Range: $5,022/month - $9,083/month
