Position Description Public Health Program Manager II $9,102-$12,432 per month Open Until Filled Exam 24/14C48/04PH Priority Screen Date: Monday, May 27, 2024 SUMMARY OF POSITION The Health Department is seeking to fill a fulltime Public Health Program Manager II (PHPMII) to manage, plan, organize, and direct services of the Department’s Policy, Evaluation, and Planning (PEP) Unit . The PEP Unit was established in early 2010s to work in three areas: facilitating the implementation of the Health Department Strategic Plan, aligning and monitoring the department’s performance standards with national public health accreditation requirements, and addressing social and environmental policies and practices that contribute to creating more equitable health outcomes. Manage personnel actions for the division, including selection of employees, performance evaluation, training and professional development of division employees, recommending and implementing disciplinary actions Prepare and supervise the preparation of policies, procedures, administrative manuals, guidelines and standards; interpret health services policy objectives and operational procedures to subordinate staff; set standards for performance and ensure appropriate training is carried out. Oversee the development and monitoring of annual program budgets including recommending staffing levels; monitor both expenditures and revenue as well establishing and maintaining an efficient performance indicators. Introduction This examination is being given to fill one per-diem opportunity in the Correctional Health Services Department and to establish a referral pool to fill future vacancies. Correctional Health Services provides health care to adult inmates at the San Joaquin County jail facility, located at 7000 Michael N. Canlis Blvd, French Camp, CA 95231. Identifies basic complex medical conditions; determines if patient's medical, surgical, and psychiatric problems require immediate consultation with the physician; treats conditions and manages stable phases of chronic illnesses on consultation with or following specific protocols established by physicians, including dispensing and/or administering medication when indicated; alerts appropriate medical personnel and/or agencies of potential community health problems as encountered. Provides routine prenatal care and post-partum follow-up for mother and child; conducts newborn and well child examinations; provides comprehensive health screening assessments; provides treatment of pediatric illness. Observes and evaluates emotional condition of patient; counsels and supports patients in the area of psychosocial problems and inter-relationships; provides emergency treatment or referral for patients with severe emotional upsets.
